About the Role

L3Harris Technologies is seeking a Specialist, Subcontracts to contribute to the success and growth of our Space and Sensors division. This role involves determining approaches to objectives, demonstrating a broad understanding and application of procurement/subcontract principles, concepts, and practices in a DoD environment.

Responsibilities

  • Procure complex major components and subassemblies for programs, including electronic, mechanical, optical components or assemblies, capital equipment, and electronic/optical systems.
  • Manage subcontracts for complex procurements, including RFQ/RFP preparation, proposal evaluation, and purchase order/subcontract issuance and maintenance.
  • Select suppliers, negotiate pricing, delivery, quality, and terms; execute non-disclosure and service agreements.
  • Develop material cost reduction strategies.
  • Create and issue fixed price, time and material, labor hour, and cost-type purchase orders.
  • Lead formal source selection teams, conduct cost/price analysis, cost audits, fact-finding, and formal negotiations to achieve the lowest possible total cost.
  • Identify opportunities to mitigate supply chain risk.
  • Administer post-award of large, high-dollar, or program-critical subcontracts.
  • Create compliant purchase order/subcontract files for audits.
  • Ensure the creation of Statements of Work with input from relevant functional areas.
  • Track CDRL requirements to completion.
  • Support Integrated Product Teams (IPT) as a supply chain representative or team member.
  • Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery.
  • Participate in company and department initiatives like strategic sourcing and improvement efforts.
  • Provide training and mentorship to less experienced peers.

Requirements

  • Bachelor’s Degree and minimum 4 years of prior subcontracts experience, OR Graduate Degree and minimum 2 years of prior subcontracts experience, OR minimum 8 years of prior subcontracts experience in lieu of a degree.
  • Active US Secret clearance.

Skills

  • PMP or CPIM certifications
  • Knowledge within Deltek, Costpoint, SAP, and ProPricer
  • Knowledge in the procurement/subcontracting processes of military grade products
  • Demonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence
  • Comprehensive understanding of the DoD 5000.02 framework and Earned Value Management principles
  • Proven ability to direct and manage multiple projects with effective prioritization and resource allocation
  • Strong team player with excellent collaboration and interpersonal skills
  • Superior verbal and written communication abilities
  • Strong organizational, negotiation, and management skills
  • Advanced computer skills, including proficiency with ERP systems and MS Office applications, particularly Excel
  • Strong capability in reading and interpreting specifications, statements of work, and technical drawings
  • Extensive knowledge of FARS, DFARS, and ITAR regulations as they pertain to purchasing requirements
  • Expertise in developing and implementing policies and processes
  • In-depth understanding of small business government requirements
  • Strong commitment to and experience in continuous improvement methodologies, including Lean Six Sigma tools

  • California, Massachusetts, New Jersey, Washington, and the Greater D.C area, Denver, or NYC areas: $79,000 - $147,000
  • Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia: $69,500 - $128,500
