About the Role

The General Counsel serves as a key member of the senior leadership team, reporting directly to the Commissioner. This role provides strategic legal leadership for the agency's large-scale contracting and procurement portfolio, ensuring legal processes support timely and effective service delivery across New York City.

Responsibilities

  • Serve as a core member of the Commissioner’s senior leadership team to contribute to agency-wide strategy and decision-making.
  • Integrate the legal function into program, procurement, finance, and operations.
  • Partner with senior leaders to translate legal requirements into actionable approaches that advance agency goals.
  • Lead all legal aspects of the agency's contracting portfolio, including drafting, negotiation, and execution of contracts and solicitations.
  • Provide expert guidance on procurement and contract lifecycle management.
  • Partner with the Agency Chief Contracting Officer to improve contracting processes and reduce delays.
  • Recruit, develop, and manage a high-performing legal team.
  • Build internal systems and processes to support efficiency, transparency, and consistency.
  • Serve as a primary liaison to the NYC Law Department, Department of Investigation, and other oversight entities.
  • Represent the agency in high-level legal discussions, negotiations, and interagency coordination.
  • Represent the agency on external discrimination complaints from EEO/Human Rights agencies.
  • Advise on procurement law, administrative law, ethics, civil service, civil rights, employment law, and fiscal compliance.
  • Identify risks and develop mitigation strategies.
  • Lead efforts to modernize legal and contracting processes and support strategic agency-wide initiatives.
  • Oversee special projects assigned by the Commissioner.

Requirements

  • Admission to the New York State Bar.
  • Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar.
  • Eighteen months of experience in the supervision of other attorneys in an administrative, managerial, or executive capacity, or performing highly complex legal work.
  • Must remain a member of the New York State Bar in good standing for the duration of employment.
