About the Role

Serve as a business analyst in the Financial Systems Group, focusing on supporting the budgeting-related functions of the Financial Management System (FMS) application.

Responsibilities

  • Support New York City OMB Business Groups and city government departments.
  • Assist business users with processing business events and prepare/execute task plans.
  • Conduct simulations of major business event processing.
  • Develop and execute testing plans, document procedures, and communicate test results.
  • Research and answer user questions about FMS data, reports, and functionality.
  • Collaborate with the reporting team to develop/change FMS reports based on user requests and OMB approval.
  • Gather report requirements, manage user acceptance testing, and communicate report development status.
  • Perform forensic data analysis and reconciliation of budget and accounting data for issue resolution.
  • Implement data fixes in collaboration with business owners and FISA-OPA teams.
  • Investigate and resolve software issues and defects reported by users.
  • Work with developers/architects and support teams to research problems and implement solutions.
  • Review programming code to determine effort needed for changes.
  • Analyze and document business requirements, focusing on FMS budget preparation and maintenance.
  • Analyze complex computer programming specifications to prepare structure charts or invocation diagrams.
  • Test software to ensure it meets specifications and identify defects.
  • Manage all aspects of small software development projects.
  • Communicate issues and status to management and others.
  • Perform ad hoc tasks as directed by FISA-OPA senior management.

Requirements

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain.
  • Education and/or experience which is equivalent to the above degree and experience requirements.

Skills

  • FMS/3 Accounting or FMS Budgeting
  • Enterprise-wide management solutions (e.g., Peoplesoft, SAP)
  • Supporting budgeting, accounting, and/or procurement software and business processes
  • Data analysis/reporting tools (SQL, MS Access, Excel, Crystal/BOXI Reports, FMS lnfoAdvantage Reports)

Work Type

  • Monday - Friday, 9am to 5pm
  • Some evenings and/or weekends required to support business events
