About the Role

The Department of Records and Information Services (DORIS) is seeking an IT Project Manager to manage projects involving application development, COTS implementations, and infrastructure. This role requires experience with traditional, agile, and hybrid methodologies, and Scrum-Master experience is preferred. The IT PM will collaborate with various departments to plan and implement digital preservation and access tools, oversee cloud services, and manage digital preservation systems.

Responsibilities

  • Determine project approach, resource requirements, team roles, and schedule.
  • Develop and/or review project schedule, effort, and cost estimates.
  • Create and manage projects, risk mitigation, and communication plans.
  • Create project charters, scope statements, weekly status reports, and risk/issues logs.
  • Manage projects throughout their lifecycle, directing project teams and monitoring progress.
  • Plan, track, and communicate infrastructure solutions and build/support resources.
  • Work closely with executive-level leadership.
  • Provide oversight and management of blended teams.
  • Manage vendor relationships, including RFP creation and vendor selection.
  • Ensure adherence to PMI methodology, templates, and development standards.
  • Monitor budget burn and ensure adherence to communication and risk management processes.
  • Define team member roles and expectations.
  • Ensure effective use of project resources.
  • Participate in the review of project artifacts, including technical requirements, design, architecture, testing, and implementation documentation.
  • Develop future support needs and articulate resource requirements.
  • Collaboratively establish policy and procedures for digital asset management, security, preservation, and accessibility.
  • Create data-driven reports and provide project status updates to senior management and stakeholders.
  • Work with senior management and stakeholders to understand and achieve business goals.
  • Translate high-level business goals into functional and technical objectives.
  • Act as a liaison between technology teams, city agencies, and business owners.
  • Follow up with agency legal counsel on policy, governance, and technical aspects of Open-Source software.
  • Perform other project management activities as assigned.

Requirements

  • Must be permanent in the Computer Systems Manager title or reachable on the current civil service list.
  • Master's degree in computer science and 3 years of IT experience (18 months in a managerial/supervisory capacity).
  • Bachelor's degree and 4 years of IT experience (18 months in a managerial/supervisory capacity).
  • High school diploma and 6 years of IT experience (18 months in a managerial/supervisory capacity).
  • Equivalent combination of education and experience, with at least a high school diploma and 3 years of IT experience (18 months in a managerial/supervisory capacity).
  • Undergraduate credits may substitute for up to 2 years of IT experience (30 credits per 6 months).
  • Graduate credits in computer science may substitute for up to 1 year of IT experience (30 credits per year).
  • Credits cannot substitute for the 18 months of managerial/supervisory experience.
