About the Role
The Office of Citywide Procurement (OCP) is the centralized procurement line of service responsible for citywide contract management, quality assurance, and supply chain management. This role involves overseeing inspection units and ensuring procurement processes comply with all applicable rules and mandates to support the City's environmental and economic justice goals.
Responsibilities
- Oversee a staff of up to 25 employees.
- Manage inspection units for Health & Safety, Food, Specialized Commodities, Fuel, and Automotive.
- Develop and enforce Quality Assurance policies and procedures.
- Establish progress-tracking methods for quality control turnover.
- Evaluate inspector and technician performance using statistical data.
- Implement and manage an employee cross-training program.
- Execute ongoing quality improvement processes to increase efficiency and reduce waste.
- Coordinate with third-party labs for sample submission and data retrieval.
- Review product requirements and functional specifications.
- Compile quality control reports and manage non-conformity material discrepancy reports.
- Investigate and record customer complaints regarding product performance and reliability.
- Travel to site locations within the five boroughs and out-of-state periodically.
- Participate in Agency and Citywide Emergency response efforts.
- Coordinate with Quality Assurance supervisors for succession planning.
Requirements
- Must be a permanent employee in the civil service title of Administrative Quality Assurance Specialist or reachable on exam #1155.
- Baccalaureate degree and four years of full-time experience in purchasing or inspecting supplies, materials, products, and services.
- Associate degree and six years of full-time experience in purchasing or inspecting supplies, materials, products, and services.
- High school diploma and eight years of full-time experience in purchasing or inspecting supplies, materials, products, and services.
- Satisfactory combination of education and experience equivalent to the above requirements.
- Minimum of eighteen months of experience in a supervisory, administrative, or managerial capacity.
