About the Role
As Procurement Manager, you will be accountable for delivering procurement activities within a small team, managing procurements valued between £10 million and £1 billion. You will collaborate with colleagues across the business to develop and execute procurement strategies, often balancing competing priorities. The role demands strong stakeholder management and influencing skills to achieve successful outcomes.
Responsibilities
- Responsible for delivery elements of the operational procurement for the relevant package(s) and providing support for the delivery of the overall procurement, ensuring alignment with other similar packages.
- Support the achievement of governance approval and assurance of all procurement deliverables as defined within the HS2 Procurement Handbook.
- Develop key components of the necessary Prequalification and ITT documentation to agreed timelines and ensure these achieve relevant approvals and assurance to permit release.
- Support the management of the procurement evaluation processes for the relevant package, independently managing day-to-day evaluation undertaken by colleagues, and ensuring relevant approvals and assurance for short-listing and contract award.
- Ensure HS2’s procurement activities comply with EU and UK legislation while driving a process that will benchmark future projects globally.
- Provide support to colleagues in the team and other areas on the use of eSourcing.
- Ensure procurement reporting and management information is provided accurately and on time to align with HS2 business reporting rhythms and cycles.
- Maintain systems data, ensuring appropriate storage, distribution, and compliance.
- Advise HS2 Ltd colleagues on the appropriate procurement approach.
- Present to boards and committees as required to respond to challenge and scrutiny.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all work activities, supporting and complying with all organisational initiatives, policies, and procedures on EDI.
Requirements
- Experience in a matrix environment with high influencing and communication skills, able to persuade based on objective argument founded in fact and analysis.
- Experience utilizing different procurement routes, including OJEU processes and frameworks.
- Experience procuring large value complex heavy civils/construction or similar works/services in compliance with the Utilities Contracts Regulations.
- Thorough knowledge of applicable EU and UK procurement legislation and contracts using the NEC suite of contract forms.
- Experience of sponsor/Stakeholder relationship and management, with highly developed communication and influencing skills.
- Must have the Right to Work in the UK at the time of application.
- Must complete pre-employment checks including Nationality & Immigration Status, employment references, DBS, Financial and Education checks.
