About the Role

An expanding telecommunications infrastructure contractor seeks an experienced Japanese telecommunications industry veteran to join its leadership team as Representative / Board Director and Chief Designated Engineer. This dual statutory role serves as the official Person Responsible for Management and Operation (PRMO) and the Full-Time Qualified Engineer (Senren Gijutsusha) required for the Japanese Construction Business License (Denki Tsūshin Kōji-gyō).

Responsibilities

  • Serve as the registered full-time Board Director (Yakuin) and primary liaison for the Construction Business License with prefectural authorities / MLIT.
  • Provide top-tier technical governance, safety, and compliance oversight for telecommunications site construction (cell towers, base stations) and optical fiber cable (OFC) deployment.
  • Advise executive management on Japanese construction industry standards, subcontractor management, and local regulatory requirements.
  • Maintain official full-time presence (Jōkin) at the head office to uphold regulatory compliance under the Construction Business Act.

Requirements

  • Minimum 5 years of documented board director, executive, or managerial experience (Keiri Gyōmu Kanrishō) at a Japanese construction or telecommunications firm.
  • Must hold at least one of the following official Japanese certifications/licenses: 1st Class or 2nd Class Telecommunications Construction Managing Engineer (電気通信工事施工管理技士), Telecommunications Chief Engineer (電気通信主任技術者), or 1st Class Technical Radio Operator for Aeronautical/Land Services (第一級陸上無線技術士).
  • Alternatively, 10+ years of verifiable practical field experience (Jitsumu Keiken) in telecommunications construction in Japan.
  • Japanese national or permanent resident residing in Japan with native-level Japanese proficiency (reading, writing, speaking).
  • Ability to work on a full-time, exclusive basis without holding full-time employment or statutory licenses at another company simultaneously.
  • Retired or semi-retired senior manager/director from major Japanese telecom construction contractors.
  • Seeking a stable, fixed-rate executive advisory/governance role without the demands of direct daily physical labor on construction sites.
