About the Role

Payments Canada is seeking a Senior Compliance Officer to ensure the safety and security of financial transactions in Canada. This role involves providing guidance and advice on member compliance matters, collaborating with internal and external stakeholders, and managing the membership application process.

Responsibilities

  • Provide guidance and compliance advice to members and internal stakeholders regarding member compliance matters.
  • Collaborate with cross-functional teams (Legal, Operations, Risk, Finance) and external stakeholders to resolve compliance and membership issues.
  • Offer guidance on escalations for potential contraventions.
  • Support investigations of potential contraventions under the Compliance By-law, including assessing evidence and preparing materials.
  • Manage the end-to-end membership application and registration process.
  • Interpret legislative and by-law requirements for applicant eligibility.
  • Assess applicant eligibility and supporting documentation.
  • Engage with applicants to resolve deficiencies.
  • Prepare membership recommendations for Board approval.
  • Participate in the operational incident review team and advise on follow-up actions.
  • Provide input and recommendations to improve the member compliance program.
  • Develop, maintain, and enhance compliance procedures, process documentation, and guidance materials.
  • Advise on the development of new by-laws and rule amendments.
  • Draft supporting documentation such as training materials and reports.
  • Maintain an inventory of high-risk compliance requirements.
  • Update member compliance logs.
  • Participate in member Working Group calls as a compliance subject matter expert.
  • Prepare recommendations to the CEO regarding member requests for extension of financial institution numbers (FINs).
  • Assist colleagues with related tasks and projects.
  • Provide support on the annual executive attestation process.
  • Work with business units on plans to comply with legislative or regulatory requirements.
  • Coordinate training required under legislation with business units.

Requirements

  • Undergraduate degree in law, political science, business administration, or related field.
  • Minimum of five (5) years’ experience within the financial services industry, preferably in a compliance function.
  • Experience in liaising with internal and external stakeholders at all levels.
  • Experience in delivering reports and briefings to senior leadership.
  • Knowledge of relevant legislative and regulatory requirements.
  • Eligibility to successfully complete background checks (criminal, credit, identity, employment, and education).
