About the Role

The Texas Health and Human Services Commission (HHSC) is seeking a professional to perform consultative services and technical assistance regarding the planning, development, and implementation of civil rights rules and regulations. This role involves screening and conducting complex civil rights complaints and providing guidance to program staff, government agencies, and the public under limited supervision.

Responsibilities

  • Provide advanced research, analysis, and evaluation on complex civil rights employment cases and policy issues.
  • Collect, organize, and analyze materials related to service complaints and compliance inquiries.
  • Oversee and review staff work to ensure compliance with civil rights policies.
  • Interpret civil rights policies and procedures and recommend improvements.
  • Provide leadership and direction to Civil Rights Specialists regarding service-related complaints and compliance.
  • Oversee the completion of management reports and monitor performance measures.
  • Mentor staff on rotation and recommend appropriate changes to work processes.
  • Prepare and approve written project updates, administrative reports, and correspondence.
  • Represent the Compliance Manager or Director at internal and external meetings.
  • Develop, implement, and manage projects related to civil rights program initiatives.
  • Collaborate with agency staff, contractors, and stakeholders to resolve issues at the initial screening or remedy phase.
  • Develop and conduct civil rights training for the Compliance Team and agency staff.
  • Establish goals, objectives, priorities, and standards for projects.
  • Conduct or oversee investigations into complex or specialized complaints.
  • Monitor and analyze federal and state legislation, regulations, and court decisions related to civil rights.

Requirements

  • Bachelor’s degree from an accredited college or university (or equivalent year-for-year work experience).
  • Experience with the causes and effects of discriminatory practices in HR, civil rights, or management.
  • Experience in problem solving and conflict resolution or mediation.
  • Experience in general investigative work or HHS Civil Rights Office complaint investigations.
  • Experience in Compliance Review in accordance with FNS Federal guidelines.
  • Experience in presenting ideas and information.
  • Proficiency in personal computer use, specifically word processing software.
  • Ability to travel up to 25%.
