About the Role

The UASI Grants Analyst performs a variety of programmatic, financial, and administrative functions for the Bay Area Urban Areas Security Initiative (UASI) program. This role is crucial for ensuring programmatic and financial compliance with UASI grants, managing budgets, and supporting regional subrecipients.

Responsibilities

• Initiate and execute accounting transactions.
• Reconcile revenue and expense of complex grant programs.
• Develop and monitor grant program budgets.
• Prepare and organize accounting records for audit reviews.
• Develop complex tables of payroll, statistical, or programmatic data.
• Interact with program and fiscal staff of various Bay Area sub-recipient jurisdictions.
• Administer contracts and procurement processes.
• Respond to internal and external program and financial audits.
• Monitor sub-recipient grant project spending activities to ensure grant compliance.
• Implement policies and procedures to ensure programmatic and financial compliance of all UASI grants.
• Manage site reviews and monitoring visits of subrecipient jurisdictions.
• Provide program and fiscal support in administering the UASI program.
• Ensure programmatic and financial compliance with all UASI grants.
• Maintain familiarity with Federal Code of Regulations, grant assurances, and local fiscal requirements.
• Work closely with UASI Management Team to ensure processes and procedures are followed.
• Validate and process claims, invoices, reimbursement requests, MOUs, and fiscal paperwork.
• Draft, finalize, and implement fiscal reports.
• Coordinate activities and resources for regional subrecipients, including contracts and purchase orders.
• Monitor subrecipient activities for compliance with grant provisions.
• Perform annual site-visit monitorings across jurisdictions and their agencies.
• Establish financial coordination mechanisms between operational partners.
• Review and approve vendor deliverables and invoices.
• Provide written status reports and oral presentations.
• Perform other related duties as assigned.

Requirements

• Possession of a baccalaureate degree from an accredited college or university.
• Three (3) years of full-time equivalent experience performing professional-level analytical work in areas such as budgets, contracts, grants, policy, or related functional areas.
• Graduate degree may substitute for one year of experience.
• Additional experience may substitute for the degree on a year-for-year basis (up to 2 years).
