About the Role

SFO’s Finance Division seeks a highly skilled and collaborative Capital Finance Director to oversee the Capital Finance section. This role formulates financing plans to support the Airport’s $12.5 billion Capital Improvement Program (CIP) and develops comprehensive Plans of Finance for the Airport. The position oversees investor relations, manages the Airport’s credit ratings, and administers the Airport’s grants management program, including federal grant funding strategies and compliance oversight.

Responsibilities

Oversee the Capital Finance section.
Formulate financing plans to support the Airport’s $12.5 billion CIP.
Develop comprehensive Plans of Finance for the Airport.
Oversee the management of investor relations to ensure market access for Airport debt.
Oversee the Airport’s credit ratings.
Administer the Airport’s grants management program, including federal grant funding strategies, compliance oversight, and coordination with Capital Planning to maximize grant-supported project financing.
Develop and maintain a long-range bond program oversight and Plan of Finance that sequences debt issuance with project milestones and market conditions.
Structure new money and refunding transactions.
Manage relationships with bond counsel, underwriters, financial advisors, and rating agencies.
Oversee preparation of official statements and other offering documents.
Manage the $600 million Commercial Paper (CP) Program, including securing letters of credit support and program authorization.
Analyze and manage project cash-flow requirements from Capital Planning.
Oversee issuance of commercial paper, deposit, recording, and tracking of proceeds.
Manage commercial paper dealers.
Ensure tax compliance and reporting for the CP Program.
Support the Airline Majority-in-Interest (MII) review process.
Oversee the Airport’s outstanding debt portfolio, including fixed rate bonds, variable rate demand bonds (VRDBs), and CP for interest rate exposure, covenant compliance, and refinancing opportunities.
Obtain Airport Commission and Board of Supervisors approvals and authorizations as needed.
Oversee the Federal Aviation Administration’s Airport Improvement Program (AIP) Grant Program and other grant programs.
Direct the preparation of grant applications and programming documents.
Coordinate external audits and reviews for grant programs.
Ensure strong fiscal management in areas of compliance, monitoring of sources and use of funds, and monitoring of legislative activities for their impact.
Oversee the Passenger Facility Charge (PFC) program, ensuring compliance with strict FAA regulations regarding utilization of funds and reporting procedures.
Perform other functions outlined in the 0941 Manager VI job classification.

Requirements

Possession of a Bachelor’s degree from an accredited college or university.
Four (4) years of managerial experience in finance.
Qualifying experience must include at least two (2) years in a supervisory capacity.
Qualifying experience must include at least two (2) years in municipal finance.
Possession of a Master’s degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy, Aviation, Transportation, or related field may be substituted for up to one (1) year of the required experience.
Extensive experience in the financing of capital projects related to the construction of physical infrastructure.
Extensive municipal financing experience on complex capital programs.
Experience in airport financing.
Demonstrated knowledge of airport and aviation operations to inform and support fiscal and financial planning.
Effective interpersonal and communication skills.
Ability to collaborate with and/or advise diverse groups of individuals including executive-level leadership.
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance.
May be required to undergo drug/alcohol screening.
