About the Role
The Texas Health and Human Services Commission requires a Systems Analyst 3 with expertise in cloud data migration to AWS. This role involves analyzing requirements, designing solutions, and implementing data migration strategies from Oracle to AWS, supporting full-load, CDC, and real-time streaming.
Responsibilities
- Understands business objectives and problems, identifies alternative solutions, and performs cost/benefit analysis.
- Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems.
- Confers with personnel to analyze current operational procedures, identify problems, and define input/output requirements.
- Writes detailed descriptions of user needs, program functions, and development steps.
- Reviews computer system capabilities and limitations to determine feasibility of program changes.
- Migrates Oracle workloads to AWS using AWS DMS, supporting full-load, CDC, and real-time streaming.
- Designs and implements AWS infrastructure and networking (VPCs, subnets, security groups, VPNs, Direct Connect).
- Utilizes cloud-native services (EC2, RDS, S3, IAM, Lambda).
- Implements Infrastructure as Code using Terraform or CloudFormation.
- Applies ETL/ELT processes and migration planning, cutover, and rollback strategies.
- Automates processes using Python/Bash/PowerShell.
- Monitors systems using CloudWatch and CloudTrail.
- Modernizes legacy on-premises systems in hybrid cloud environments.
Requirements
- 8 years of experience in IT, supporting the design, development, deployment, or delivery of technology solutions.
- 8 years of experience using AWS Database Migration Service (DMS) to migrate data from Oracle to AWS.
- 8 years of experience with batch and real-time data ingestion, including full loads, Change Data Capture (CDC), and streaming architectures.
- 8 years of experience with AWS cloud services, specifically designing and implementing infrastructure and networking (VPC, subnets, security groups, routing).
- 8 years of experience with core AWS services (EC2, RDS, S3, IAM, Lambda) and infrastructure-as-code tools (CloudFormation or Terraform).
- 8 years of experience with ETL/ELT processes and data integration methodologies in cloud migration projects.
- 8 years of experience with scripting and automation using Python, Bash, or PowerShell.
- 8 years of experience configuring and managing cloud network security, including VPNs, Direct Connect, and security groups.
- 8 years of experience with monitoring and logging tools (e.g., AWS CloudWatch, CloudTrail).
- 8 years of experience developing data migration and cutover plans, including rollback strategies and minimizing downtime.
- 8 years of excellent communication skills, both verbal and written, including documenting technical designs and migration runbooks.
- 8 years of experience with hybrid cloud/on-premises connectivity and legacy system modernization.
- 4 years of preferred AWS certification(s) such as AWS Certified Solutions Architect or AWS Certified Database – Specialty.
- 1 year of preferred experience working in public sector or state government environments.
