About the Role

SYSTRA Canada is seeking a Manager, CPG Project Quality Assurance to lead quality assurance and oversee quality control at a project level. This role is accountable for quality assurance and quality control decisions on assigned delivery projects and leads a team to achieve project quality objectives.

Responsibilities

  • Leads quality assurance and quality control for assigned projects.
  • Accountable to the (Integrated) Project Delivery Team for the status of project quality assurance and quality control.
  • Provides recommendations for resolving non-compliance and/or issues.
  • Responsible for the application of the CPG Quality Management System, including project-specific plans, processes, and procedures.
  • Responsible for the Project Quality Management Plan, detailing project objectives aligned with CPG strategy.
  • Responsible for the identification, development, reporting, and analysis of quality metrics and managing key performance indicators.
  • Responsible for the development and training of the (Integrated) Project Delivery Team on the Project Quality Assurance Plan and CPG Quality Management System.
  • Responsible for the assurance, management, and review of 2nd Party contracted quality submissions (e.g., ITPs).
  • Responsible for the review and approval of Quality Control site reports and test results.
  • Responsible for ensuring all quality control inspections, testing, and site visits are conducted per Quality Assurance Plan requirements.
  • Responsible for the identification, resolution, or escalation of quality issues.
  • Supports the development and application of audits on the (Integrated) Project Delivery Team and 2nd Parties.
  • Supports the implementation of continual improvement initiatives.
  • Supports working groups and committees with specialized functional knowledge and offers expert recommendations.
  • Develops and cultivates key relationships with internal and external stakeholders.
  • Pro-active participant in project delivery management meetings, presentations, and committees.
  • Acts as an ambassador and liaison for Metrolinx.
  • Communicates and provides support to internal and external clients.
  • Liaises with internal departments regarding operational issues or improvements.
  • Develops, fosters, and maintains relationships with provincial ministries, municipalities, external authorities, private companies, and the public.
  • Works with staff at all levels to exchange information, coordinate efforts, and resolve issues.
  • Collaborates with other stakeholders and functions across Metrolinx to ensure alignment.
  • Fosters a safe and healthy work environment and complies with health, safety, and environmental standards.
  • Establishes and maintains quality assurance and control on assigned project(s), ensuring deficiencies are addressed promptly.
  • Minimizes corporate liability by identifying and mitigating risk and resolving issues.
  • Develops and implements effective quality assurance strategies and tactics.
  • Develops service levels, measures, and performance targets, and regular reporting.
  • Supports project delivery through managing quality assurance objectives and consistency with corporate and CPG goals.
  • Supports project delivery and organizational initiatives to be on time and within budget.
  • Supports a culture of continual improvement.
  • Recommends changes to policy, plan, process, or standards for continual improvement.
  • Drives innovation by reviewing and analyzing processes to identify gaps and opportunities for improvement.
  • Remains current on trends, behaviors, and industry practices.
  • Identifies potential risks and risk mitigation activities.
  • Manages resource budget for Project Quality Assurance Lead, Senior Quality Assurance Coordinators, and Quality Control Coordinators.
  • Develops and maintains departmental budget, ensures adherence to budget constraints, analyzes variances, scrutinizes expenditures, and approves payments.
  • Assesses and determines required workforce planning requirements.
  • Prepares and monitors annual budget and submits a business plan.
  • Monitors progress to ensure planning objectives are delivered on time and within budget.
  • Establishes processes, controls, and measures for appropriate expense allocation, cost management, and fiscal responsibility.
  • Directly manages up to 10 individuals performing quality assurance and quality control tasks.
  • Manages the work of contractors assigned to the team and maintains engagement of consulting support.
  • Provides leadership and direction to staff and project team, including coaching and mentoring.
  • Manages staff performance to ensure adherence to timelines and objectives.
  • Be the subject matter expert and develop organization capability for quality assurance and quality control.

  • Demonstrates leadership and core competencies at a high level.
  • Develops and maintains an environment of positive collaboration.

Requirements

  • Minimum 8 years’ progressively senior leadership experience and/or related experience in Quality Assurance.
  • Demonstrable exceptional technical skill in quality assurance and quality control in the project management/construction industry.
  • Highly skilled in quality assurance and quality control theory, principles, and practice.
  • Comprehensive understanding of broader project management theory, principles, and practice.
  • Strong leadership skills to motivate a team, set high standards and clear expectations, manage expectations and outputs.
  • Highly articulate with practiced presentation and facilitation skills.
  • Excellent people skills and ability to communicate/interface effectively across the organization and external stakeholders.
  • Exceptional attention to detail with excellent verbal, written, presentation, and communication skills.
  • Confident leading meetings of diverse and potentially numerous members.
  • Demonstrable experience of successfully managing competing objectives of external and internal stakeholders and recognizing materiality.
  • Highly skilled at addressing and engaging leaders across the project and organization.
  • Excellent MS Office skills: Excel, Word, Powerpoint.
