About the Role

The Office of Budget Administration (OBA) seeks an Administrative Staff Analyst NM-I to serve as a Budget Manager for DHS Shelter and Street Programs. This role involves overseeing budgets, supporting the Budget Director, conducting financial analysis, and managing contract actions within a $10.6 billion budget.

Responsibilities

  • Oversee budgets for one or more program areas.
  • Assist and support the Budget Director in managing, reviewing, analyzing, and monitoring program areas.
  • Conduct budget and program analysis and forecast expenditure or caseload trends.
  • Analyze, review, and provide recommendations for new funding requests and cost reduction initiatives.
  • Monitor and evaluate program spending to ensure it does not exceed the approved budget.
  • Review, coordinate, support, and process contract and procurement actions.
  • Analyze state and federal budgets and legislation to determine impact on assigned programs.
  • Prepare surplus/needs analysis at the end of the fiscal year and compile monthly spending plans.
  • Act as a liaison between OBA and program areas, as well as OMB, to discuss budgetary and programmatic impacts.
  • Prepare and enter budget modifications, run and extract reports, and research expenditures in the City’s Financial Management System.
  • Coordinate with program areas to understand operations and contracts and determine appropriate funding levels.
  • Undertake other special projects as needed.

Requirements

  • Applicants must be permanent in the Administrative Staff Analyst civil service title or permanent in a comparable title eligible for 6.1.9 title change.
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • 18 months of experience must have been in an executive, managerial, administrative or supervisory capacity, supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including 18 months of executive, managerial, administrative or supervisory experience.
