About the Role

The Senior Manager, Strategic Supply Management is a key member of the Supply Management sourcing team, reporting to the Senior Director Sourcing – Supply Management. This role involves collaborating with various business components, management teams, and external third parties. You will demonstrate leadership and initiative to achieve departmental objectives by leading impactful sourcing activities that generate value for CBC. Responsibilities include strategically executing and documenting contract activities, maintaining supplier and stakeholder relationships, and acting as a subject matter expert in procurement.

Responsibilities

  • Propose and develop innovative tactics to support sourcing strategies.
  • Lead activities on category strategies and associated plans, ensuring compliance with CBC Procurement Policy and the Canadian Free Trade Act (CFTA).
  • Manage vendor relationships, including supplier performance and commercial contracts.
  • Build effective partnerships with internal business units.
  • Plan yearly and quarterly workload to maintain an effective demand management pipeline.
  • Act as a change agent in adapting Procurement Best Practices.
  • Focus on value creation through savings, cost avoidance, operational efficiencies, and increased value for money.
  • Proactively increase spend under management by identifying value creation opportunities.
  • Contribute to the development of internal dashboards, benchmarks, and scorecards.
  • Ensure and monitor high-quality service from suppliers.
  • Align the sourcing function with corporate expectations (SLAs, KPIs) and reinforce corporate policies.
  • Lead RFx sourcing projects, managing the end-to-end process and supporting business units.
  • Oversee compliance and expiry of corporate contracts.
  • Manage complex and high-visibility files.
  • Potentially manage personnel, although there are no direct reports at this time.

Requirements

  • Bachelor Degree, ideally MBA or Master in a related field, or equivalent experience.
  • 10+ years of sourcing experience.
  • Experience in strategic sourcing and Public Procurement.
  • General knowledge in Information Technology and terminology.
  • Good system and process optimization experience with a proven track record.
  • Strong communication and influencing skills.
  • Resourceful self-starter with strong critical thinking skills and the ability to take a strategic position.
  • Good leadership skills and ability to contribute in discussions and team meetings.
  • Ability to manage difficult conversations with suppliers and internal stakeholders.
  • Working knowledge of finance and/or accounting (e.g., budgeting, cost management, risk management).
  • Business acumen and negotiation savvy.
  • Ability to adapt to the Corporation culture and communicate procurement’s value.
  • In-depth knowledge of sourcing and procurement principles, the typical 7-step process, and best practices.
  • Strategic mindset and problem-solving skills for negotiation.
  • Familiarity with and capability to use various software packages, including Google, Microsoft, and ERP software (preferably Oracle Cloud Fusion).
  • Candidates may be subject to skills and knowledge testing.
  • Candidates may be subject to a background check, including a mandatory Criminal record check.

Skills

  • SCMA (PMAC) certification (SCMP or CPP) or equivalent (asset).
  • Change Management experience & skills (asset).
  • Project Management experience & skills (asset).
  • Bilingualism (strong asset).
  • Willingness to travel on occasion, mostly between Toronto and Montreal.
  • Knowledge of Crown Corporations and government agencies (asset).
