About the Role

The Texas Health and Human Services Commission (HHSC) is seeking a highly qualified Business Process Improvement (BPI) Director I to lead end-to-end business process improvements that enhance client and/or staff experience, improve efficiency, and increase capacity within the Strategic Innovation and Systems Support division. This role involves planning, analyzing, and implementing process improvements, and requires strong analytical, systems, and interpersonal skills.

Responsibilities

  • Coordinate and strategically lead end-to-end business process improvements.
  • Plan, identify, document, and support effective project execution.
  • Analyze existing processes and/or systems to identify improvement opportunities.
  • Partner with the organization to develop and implement end-to-end processes.
  • Facilitate the creation and use of customer journey mapping or task mapping.
  • Facilitate process mapping workshops.
  • Train and coach personnel in process improvement.
  • Administer daily operations and activities of the BPI unit.
  • Establish goals and objectives for the BPI unit.
  • Develop guidelines, procedures, policies, rules, and regulations.
  • Develop schedules, priorities, and standards for achieving goals.
  • Coordinate and evaluate business function, division, or department activities.
  • Develop and evaluate budget requests.
  • Monitor budget expenditures.
  • Plan, assign, and supervise the work of others.
  • Direct and manage business process staff, including mentoring, coaching, and developing staff.
  • Facilitate process improvement teams and provide counsel on facilitation techniques, continual improvement, and people development.
  • Train business process staff to map and analyze business processes.
  • Act as a change agent to instill a Problem Solving and Continuous Improvement culture.
  • Manage vendors, including approving deliverables and invoices.
  • Provide overall vision, leadership, and strategic direction for the BPI unit.
  • Manage the unit for effective and efficient utilization of resources.
  • Develop, manage, and report progress on assigned projects.
  • Communicate continuously with related business functions regarding project accomplishments, status, risks, issues, and decisions.
  • Make strategic recommendations to the FRES Senior Leadership Team regarding organizational impacts of process improvement initiatives.
  • Support the achievement of FRES strategic goals by leading project implementation.
  • Identify and map existing processes and roles to future states.
  • Ensure the application of standardized business improvement processes.
  • Ensure Lean principles are considered in all process improvement projects.
  • Represent the division or department at meetings, conferences, and seminars.
  • Act as Project Manager for critical projects as needed.
  • Facilitate meetings with FRES stakeholders at various levels.

Requirements

  • At least 3+ years of full-time professional work experience, preferably in a large, public sector, or Human Health & Services Commission (HHSC) managing and applying continuous improvement methodologies, change management, cross functional dynamics and project coordination of programs, policies and procedures.
  • Ability to direct and manage program assignments, activities, and projects with competing deadlines.
  • Application indicates the willingness to travel 15% of the time.
