About the Role
This position is responsible for safety and security within Flight Dispatch, including SMS, Training, Standards, Quality, Audit, Operations, and Technical/Operational Planning. The role ensures daily Flight Dispatch operational control effectively supports departmental and branch objectives. It involves developing, implementing, and improving efficient and safe Dispatch processes and procedures in conjunction with Canadian Aviation Regulations, focusing on the integrated management of air traffic and airspace.
Responsibilities
- Oversee Flight Dispatch day-of flight operations related to Air Traffic Control (ATC) or Company-initiated Traffic Management Initiatives (TMIs).
- Manage functional aspects of Chief Network Management Dispatchers and Chief Flight Dispatcher, Safety, and ATC.
- Optimize Flight Dispatch informational and technical platforms related to ATC, ensuring safety standards are met.
- Serve as the departmental liaison with NavCanada and the FAA.
- Represent Flight Dispatch in airspace renewal, airspace efficiency, Airport runway maintenance, and technical advancement projects with Air Navigation Service Providers (ANSPs).
- Liaise with NavCanada’s Operational Managers across the country and from their Headquarters in Ottawa.
- Develop and implement Air Canada’s ATC day-of management process to deliver cost-effective solutions while maintaining schedule integrity and optimizing commercial success.
- Manage relations with NavCanada and the FAA Headquarters and individual Flight Information Regions (FIRs) Management staff on behalf of the Director, Flight Dispatch.
- Manage day-of duties of Chief Network Management Dispatchers and functions of the Chief Flight Dispatcher, Safety, and ATM related to ATC.
- Provide leadership and safety oversight to ensure Flight Dispatch compliance with CARs regulations.
- Take a leadership role in promoting safety and the aviation safety management system.
- Assist the Branch in any safety investigation related to ATC, including policies and procedures.
- Manage and ensure documentation is maintained for internal ATC procedures and policies.
- Manage processes for the establishment, implementation, and maintenance of Air Canada’s ATC TMI Management processes.
- Act as the point of contact for Air Canada’s Capacity Purchase Agreement Carriers.
- Maintain written documentation of policies and procedures related to ATC TMIs.
- Ensure hazards and deficiencies from audits or reports are risk-assessed, analyzed for root causes, and that remedial steps are developed, implemented, and evaluated for effectiveness.
- Oversee vendor performance for software utilized by the Branch for TMIs.
- Manage the performance of ATC TMI programs and review them at planned intervals for suitability, adequacy, and effectiveness, assessing opportunities for improvement.
- Develop and manage an internal audit program to verify policy and procedure effectiveness against Air Canada’s financial success and customer interests.
- Ensure appropriate action is taken when policies and procedures are not effectively implemented or maintained.
- Oversee induction and update training for new staff regarding TMI roles and responsibilities.
- Act as designate for the Director, Flight Dispatch and peer managers when required, providing leadership continuity and operational support.
Requirements
- Post-secondary education, university or college diploma preferred.
- 5+ years of experience with an Air Navigation Service Provider or within an aviation operational environment.
- Knowledge of air traffic management, flight dispatch, operational control, network operations, or related functions.
- Experience leading operational initiatives, projects, process improvements, or strategic programs within a complex, fast-paced environment.
- Proven leadership skills with the ability to foster a culture of safety, accountability, collaboration, and continuous improvement.
- Proven ability to communicate information clearly, professionally, and credibly to various stakeholders.
- Proficiency in Microsoft Office applications (e.g., MS Word, Excel, Outlook).
- Experience building and maintaining effective relationships with operational stakeholders, regulatory bodies, industry partners, and/or service providers.
- Strong analytical, problem-solving, and decision-making skills.
- Ability to assess complex operational issues and balance safety, operational, and business considerations.
- Knowledge of management analysis and principles, methodology, and technique.
- Demonstrate punctuality and dependability.
