About the Role
The Texas Health and Human Services Commission (HHSC) is seeking a journey-level purchaser to perform procurement work for goods and services in accordance with state laws, policies, and procedures. This role operates under general supervision with moderate latitude for independent judgment.
Responsibilities
- Review assigned requisitions and enter information into the procurement system of record.
- Monitor progress using status reports to ensure deadlines are met.
- Execute procurements using cost-effective methods compliant with laws and guidelines.
- Maintain compliance by uploading procurement files and responding to quality reviews or audits.
- Identify bidders, evaluate information, and tabulate bids to determine best value.
- Utilize system reports to achieve volume targets and maintain transaction documentation.
- Collaborate with warehouse, accounting, and agency staff to resolve purchase order issues.
- Provide guidance on purchasing policies and procedures.
- Deliver customer service in alignment with PCS Core Customer Service Principles.
- Participate in procurement workgroups, events, and special projects.
- Support agency disaster response, recovery, and Business Continuity Plan activation.
- Complete required agency training within established timelines.
Requirements
- High school diploma or equivalent.
- Minimum of 6 months of experience in purchasing, administrative support, or customer service.
- Must obtain Certified Texas Contract Developer (CTCD) certification within 6 months of hire.
- Must attend work on a regular and predictable schedule.
Skills
- Working knowledge of state and federal purchasing laws and regulations.
- Proficiency with HHS Centralized Accounting and Payroll/Personnel System (CAPPS) Financials.
- Proficiency with System of Contract Operation and Reporting (SCOR).
- Knowledge of purchasing and procurement methods.
- Knowledge of Texas procurement principles and supply sources.
- Computer and software proficiency.
- Problem-solving and analytical skills.
- Ability to assemble and evaluate information.
- Record-keeping skills.
- Clear verbal and written communication.
- Ability to prioritize and complete multiple assignments.
- Ability to work independently and in a team.
- Detail-oriented.
