About the Role

This position performs highly complex engineering functions, including designing, planning, and overseeing work for construction, maintenance, and alteration of structures, facilities, processes, equipment, and systems. It plays a key role in sponsoring and executing large diameter potable water and reclaimed water pipeline projects, contributing to Austin Water's Water Forward Plan.

Responsibilities

• Approves, processes, and seals plans, specifications, or construction documents.
• Manages technically complex, highly visible, and priority engineering projects or programs.
• Identifies, evaluates, and recommends improvements with preliminary and final designs and design criteria.
• Assists in the preparation of preliminary and long-range plans, schedules, estimates, budgets, and detailed final plans.
• Provides technical oversight of project progress from design through completion.
• Develops cost estimates, tracks expenditures, and prepares cost estimates and engineering and feasibility reports.
• Prepares and assists with preliminary contract documents, specifications, and plans.
• Prepares final plans, specifications, special conditions, and agreements.
• Coordinates and oversees work of contractors, affected public agencies, and utilities.
• Writes complex technical specifications for construction contracts.
• Reviews plans and approves permits.
• Inspects and monitors projects for legal compliance.
• Develops cost estimates or tracks expenditures by reviewing and writing contract change orders.
• Negotiates and recommends financial arrangements for contract changes.
• Leads activities of a design team in the preparation of preliminary and long-range plans, schedules, estimates, budgets, and detail final construction plans.
• Conducts field inspections of contractor work to ensure compliance with plans and specifications.
• Drafts and recommends approval of contract change orders.
• Researches and performs statistical analysis for validation of reports.
• Develops standard operating procedures, policies, and ordinances for various contracts or projects.
• Provides analysis and recommendation of performance of various personnel assigned by contract or projects.
• Designs and maintains database systems for project or program areas.
• Prepares and delivers presentations to public, City Council, or customers.
• May provide leadership, work assignments, evaluation, training, and guidance to others.

Requirements

• Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering or in a field related to the job.
• Eight (8) years of engineering experience acquired before and/or after licensing as a professional engineer.
• Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.
• Experience in public capital improvement project (CIP) planning and management.
• Experience working successfully with different city departments and governmental agencies in underground pressure pipeline design and construction.
• Experience in working in a high-coordination and process-intensive environment.
• Ability to multitask.
• Strong organizational skills.
• Experience in planning, organizing, and collaborating effectively with both internal and external stakeholders.
• Experience in project planning, management, or sponsorship, while overseeing multiple projects simultaneously.
• Proactively addressing challenges.
• Experience in communicating technical information to audiences that may include non-technical stakeholders and customers.
