About the Role

The Accounting Manager II leads the Governmental Accounting Group within the Austin Financial Services Department. This role provides leadership and oversight for a team of nine employees, managing accounting and financial reporting for the City's Governmental, Internal Service, Fiduciary, and Permanent Funds. The position ensures accurate and timely reporting in the City's Annual Comprehensive Financial Report (ACFR) and oversees the City's Single Audit, grant accounting, and grant financial reporting activities.

Responsibilities

  • Manage a section of professional and staff accountants.
  • Oversee the preparation of periodic internal and external financial statements and regulatory reports.
  • Coordinate year-end close, audit plans, and workpapers for the annual external audit.
  • Provide oversight and assistance to internal and external department financial staff.
  • Design automated or manual systems and implement internal controls and accounting procedures.
  • Ensure financial transactions comply with GAAP, City policy, and applicable laws.
  • Formulate Citywide and departmental policies and operating procedures.
  • Manage debt issuance, including long-term, short-term, and refundings.
  • Conduct statistical analysis and write technical reports.
  • Evaluate program effectiveness and efficiency.
  • Research new accounting standards and prepare implementation recommendations.
  • Develop work plans for monthly and annual close cycles and reconciliations.
  • Project cost and revenue forecasts for utility rate requirements.
  • Conduct routine fiscal reviews and develop financial indicators.
  • Manage derivative accounting and regulatory accounting processes.
  • Perform full-range supervisory activities including selection, training, and evaluation.

Requirements

  • Bachelor’s degree in Accounting or a related field with at least 24 semester hours in Accounting.
  • Six years of accounting experience, including one year in a lead capacity and one year in a managing capacity.
  • Certified Public Accountant (CPA) license.
  • Ability to travel to multiple work locations.
  • Must submit a detailed employment application, cover letter, and résumé.
  • Must pass a pre-employment Criminal Background Investigation.
  • Must meet Driver Safety Standards if driving is required.

  • Knowledge of financial statement preparation in conformity with GAAP.
  • Knowledge of accounting practices and financial reporting concepts.
  • Knowledge of internal control systems and auditing procedures.
  • Knowledge of supervisory and management theory.
  • Skill in analyzing and balancing fiscal transactions and general ledger accounts.
  • Skill in managing large volumes of numerical data.
  • Skill in interpreting complex financial data and proposing solutions.
