About the Role
This role involves supervising staff, budget, and resources for a provincial telephone and e-chat counselling service. The goal is to meet the needs of a diverse population, fulfill Ministry of Health obligations, and reduce the incidence of sexually transmitted infections (including HIV/AIDS) and unplanned pregnancies while promoting healthy sexuality.
Responsibilities
- Supervises staff, budget, and resources for a provincial telephone and e-chat counselling service.
- Ensures contractual obligations with the Ministry of Health are met.
- Implements detailed plans and recommends policies regarding program specific requirements.
- Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality, and organizational performance.
- Monitors and evaluates staff performance and ensures the quality of counselling provided.
- Approves salary increments, hears grievances, and recommends disciplinary action when necessary.
- Administers assigned budget, ensuring expenditures are controlled within approved limitations.
- Ensures staff availability to cover the information line during specified hours.
- Ensures staff hiring reflects the populations served by targeting languages, skills, and sexual health knowledge.
- Provides business cases, scenarios, and documentation to the Ministry of Health for program funding.
- Anticipates and responds to the needs of callers, staff, other departments, community groups, the media, and the Ministry of Health.
- Compiles and analyzes data for and prepares written reports for the Board of Health and Ministry of Health.
- Reviews and approves communication materials to the community.
- Develops and updates policies and procedures compliant with Ministry of Health guidelines and relevant legislation.
- Develops program plans based on legislated activities, emerging issues, disease trends, or community needs.
- Establishes program indicators to measure the success of program activities.
- Collaborates with colleagues across TPH programs.
- Collaborates with external agencies such as the Ministry of Health.
- Provides supervisory cover of the Sexually Transmitted Infections program, as needed.
Requirements
- Bachelor's degree in Health or Social Sciences required; advanced training or a Master's degree in Counselling, Education, Nursing, or a related discipline is strongly preferred.
- Equivalent combinations of education and experience will be considered.
- Experience supervising, leading, and developing staff teams in a non-union and unionized environment.
- Experience providing sexual health and harm reduction counselling, education, and support to diverse populations.
- Experience developing, implementing, and maintaining program standards, policies, and procedures.
- Ability to ensure compliance, consistency, and continuous improvement across program operations.
- Experience overseeing program data and leveraging strong technical skills to ensure data integrity, compliance, trend analysis, and accurate reporting.
- Experience using Microsoft Excel to support data analysis and administrative functions.
- Knowledge of working with relevant legislation, standards and guidelines, collective agreements, occupational health and safety act.
- Ability to develop and implement program standards, policies and procedures.
- Excellent oral and written communication skills.
