About the Role

The Associate Chief Health Officer (ACHO) is responsible for the quality and performance of health services, overseeing assigned service lines and establishing clinical standards. The ACHO collaborates with various leadership teams to foster a reliable, innovative, team-based care environment that advances health equity, improves quality, builds community, and promotes workforce well-being. This role involves overseeing clinical quality improvement, disease management, utilization review, clinical outcomes, preventive health, research and education, clinical integration, and new market development, while also providing direct patient care.

Responsibilities

  • Works with the CHO to implement strategic direction related to health services.
  • Establishes and maintains a health and wellness environment for patients, staff, and the community.
  • Prioritizes, integrates, and supports clinical programs and new initiatives.
  • Fosters a culture of best practices, measurement, performance, continuous improvement, accountability, customer service, and teamwork.
  • Assists in the development, implementation, and maintenance of treatment, prevention services, and population health programs.
  • Oversees assigned clinical programs, including disease management, high-risk programs, care management, and population health.
  • Oversees Quality Management Teams in collaboration with the CHO and Director of Quality & Performance Improvement.
  • Represents CommUnityCare internally and externally as a senior clinical leader.
  • Establishes strong relationships with clinicians, health plans, hospital systems, universities, government entities, and community organizations.
  • Mentors and develops clinician managers and leaders.
  • Oversees the development and implementation of clinical guidelines, protocols, and care pathways.
  • Performs comprehensive patient assessments.
  • Orders tests, analyses, and diagnostic images.
  • Diagnoses and treats diseases, disorders, and injuries.
  • Refers patients to specialists for specialized treatment.
  • Prescribes medications and therapies for treatment, preventive care, and contraception.
  • Instructs patients and families regarding care plans and follow-up.
  • Directs professional and ancillary health care staff during patient treatment.
  • Responds to inquiries from staff and patients regarding health and treatments.
  • Compiles and records patient medical data in the electronic medical record.
  • Reports required information to governmental authorities.
  • Plans, promotes, demonstrates, recommends, and coordinates high standards of medical practice.
  • Maintains a clinical practice for 16 hours per week.
  • Performs other duties as assigned.
  • Oversees performance and development of assigned medical directors.
  • Assumes full responsibility for patients receiving care within designated health centers.
  • Directs clinical service operations and execution of initiatives, goals, and programs.
  • Manages implementation of new department initiatives and ensures coordination of strategy.
  • Adheres to all local, state, and federal regulations.
  • Participates as a member of Clinical Services Leadership Group and Clinical Directors Group.
  • Selects personnel for hire and promotion.
  • Takes appropriate actions regarding counseling, disciplinary actions, demotion, and termination.
  • Directs, supports, and coaches direct reports.
  • Responds proactively to employee needs and concerns.
  • Develops expertise within the department and seeks employee input.
  • Facilitates consensus among divergent groups.
  • Minimizes staff turnover.
  • Acknowledges and rewards employees' strengths and accomplishments.
  • Evaluates assigned staff performance and competency, providing direct feedback.
  • Assesses learning needs, develops competency plans, and provides learning opportunities.
  • Works in tandem with health center leaders to ensure a collaborative team-oriented environment.
  • Supports, leads, and models the vision, mission, and values of CUC.

Requirements

  • Medical Doctor (MD) or Doctor of Osteopathy (DO) or Doctor of Nursing Practice Degree or Doctoral degree in related clinical field.
  • Five years of clinical practice experience.
  • Two years in a clinical leadership role such as Medical Director or Associate Medical Director.
  • Current and unrestricted license from the Texas Medical Board OR Unrestricted license to practice as a Physician Assistant in the State of Texas and current certification in area of specialty OR Unrestricted license to practice nursing in the State of Texas and current credentialing as an Advanced Nurse Practitioner by the Texas Board of Nurse Examiners.
  • MD/DO: Certification in a medical specialty recognized by the American Board of Medical Specialties (ABMS).
  • Current Drug Enforcement Agency (DEA) number for the purpose of writing prescriptions.
  • Current Healthcare Provider Cardiopulmonary Resuscitation (CPR) from the American Heart Association or the American Red Cross.
  • Current Basic Life Support Certification for Healthcare Providers.
