Responsibilities
- Accountable for timely data and information regarding project quality assurance and control to the (Integrated) Project Delivery Team, providing recommendations for issue resolution.
- Responsible for applying the CPG Quality Management System, including project-specific plans, processes, and guides, ensuring alignment with the system and its continual improvement cycle.
- Responsible for the Project Quality Management Plan, detailing project objectives in alignment with CPG strategy and the (Integrated) Project Delivery Team and Senior Manager.
- Responsible for identifying, developing, reporting, and analyzing quality metrics and managing project key performance indicators, including quality management system performance.
- Responsible for developing and training the (Integrated) Project Delivery Team on the Project Quality Assurance Plan, CPG Quality Management System, and Continual Improvement through various methods.
- Responsible for the assurance, management, and review of 2nd Party contracted quality submissions (e.g., ITPs).
- Responsible for reviewing and approving Quality control site reports and test results, ensuring documentation meets project quality assurance plan requirements and industry standards.
- Responsible for ensuring all quality control inspections, testing, and site visits are conducted as per Quality assurance plan requirements.
- Responsible for the identification, resolution, or escalation of quality issues.
- Supports the development and application of audits on the (Integrated) Project Delivery Team and 2nd Parties for compliance with CPG Quality Management System and contracted obligations.
- Supports the implementation of continual improvement initiatives.
- Works with staff at all levels to exchange information, coordinate efforts, and resolve issues.
- Collaborates with other stakeholders and functions across Metrolinx to ensure alignment of activities and initiatives.
- Identifies potential risks and risk mitigation activities to inform budget, estimating, and forecasting functions.
- Manages the resource budget for Project Quality Assurance Lead, Senior Quality Assurance Coordinators, and Quality Control Coordinators assigned to the project and related expenses.
- Develops and maintains the departmental budget, ensures adherence to constraints, analyzes variances, scrutinizes expenditures, and approves payments within the role's scope.
- Assesses and determines required workforce planning to maintain service levels, identifying budget constraints and their impact on financial resources.
Requirements
- Demonstrable exceptional technical skill in quality assurance and quality control within the project management/construction industry, including the creation and delivery of a detailed Project Quality Assurance Plan with quality control.
- Highly skilled in quality assurance and quality control theory, principles, and practice.
- Comprehensive understanding of broader project management theory, principles, and practice.
- Strong leadership skills to motivate a team, set high standards and clear expectations, and manage expectations and outputs.
- Highly articulate with practiced presentation and facilitation skills.
- Excellent people skills and ability to communicate/interface effectively across the organization and with external stakeholders.
- Exceptional attention to detail with excellent verbal, written, presentation, and communication skills.
- Confident in leading meetings of diverse and potentially numerous members.
- Demonstrable experience of successfully managing competing objectives of external and internal stakeholders and recognizing materiality.
- Highly skilled at addressing and engaging leaders across the project and organization.
- Excellent MS Office skills: Excel, Word, PowerPoint.
- High level of integrity, accountability, dependability, and professionalism, with a demonstrated commitment to fulfilling responsibilities and obligations.
