About the Role

The selected candidate will manage Capital and Agency Major Maintenance Program (AMMP) projects, and other complex infrastructure initiatives at various TB&T facilities. This role oversees all phases of the project lifecycle, ensuring projects are delivered safely, on schedule, within budget, and in accordance with Port Authority policies, while coordinating multidisciplinary teams and engaging stakeholders.

Responsibilities

Manage multiple capital and major maintenance projects from initiation through closeout.
Develop detailed project scopes based on operational needs, facility conditions, program priorities, and business outcomes.
Establish project budgets, schedules, funding requirements, implementation strategies, and project economics.
Collaborate with Engineering and other Port Authority departments to secure resources for design phases.
Coordinate with Engineering Construction Management Division for project delivery during construction.
Advance projects through milestones, identifying issues and implementing recovery plans.
Lead project risk identification, assessment, mitigation planning, and contingency development.
Coordinate site visits, field investigations, and stakeholder meetings.
Establish and maintain effective communication and collaboration with internal and external stakeholders.
Negotiate and coordinate agreements, force accounts, permits, and interagency requirements.
Lead the capital authorization process, including preparing CPOC materials and Board authorization packages.
Prioritize project advancement based on operational needs, funding, program objectives, and organizational priorities.
Prepare periodic project status reports and executive briefings.
Supervise, mentor, and provide technical guidance to junior project management staff.
Ensure all project documentation is complete and projects are formally closed.

Requirements

Bachelor’s degree in Engineering, Architecture, Construction Management, or a related technical discipline.
Minimum of five (5) years of progressively responsible experience managing large ($200-$500M) capital, infrastructure, design, or construction projects.
Experience managing multidisciplinary design and construction teams.
Valid driver's license.
