About the Role
The Contract Manager – HIV Care & Treatment oversees the full contract lifecycle, coordinates with stakeholders, monitors contractor performance and spending, and provides technical assistance to ensure effective program implementation.
Responsibilities
- Manage all aspects of the contract lifecycle including solicitations, negotiations, execution, monitoring, and closeout.
- Develop and maintain relationships with contractors and internal/external partners.
- Ensure compliance with funder regulations.
- Maintain comprehensive contract files and documentation.
- Ensure timely financial and programmatic reporting.
- Review and advise on proposed budgets and scopes during negotiations.
- Monitor spend-down and adherence to approved budgets throughout the contract term.
- Review expenditure reports for accuracy and compliance with regulations such as Federal 2 CFR 200.
- Review progress reports to track milestones, deliverables, and performance metrics.
- Facilitate site visits and draft associated reports.
- Provide guidance to contractors to ensure compliance.
- Resolve issues and develop corrective action plans.
- Ensure final performance and financial reports are submitted at the end of project periods.
Requirements
- Bachelor’s degree or equivalent in public health, public administration, or related field.
- Minimum 3+ years of work experience in program or contract monitoring.
- Experience reviewing and negotiating scopes of work, budgets, payment requests, and programmatic data.
- Knowledge of post-award grant management procedures.
- Knowledge of public health service provision in non-profit organizations.
- Ability to manage multiple contracts simultaneously.
- Proficiency in Microsoft Office.
