About the Role

The Contract Manager – HIV Care & Treatment oversees the full contract lifecycle, coordinates with stakeholders, monitors contractor performance and spending, and provides technical assistance to ensure effective program implementation.

Responsibilities

  • Manage all aspects of the contract lifecycle including solicitations, negotiations, execution, monitoring, and closeout.
  • Develop and maintain relationships with contractors and internal/external partners.
  • Ensure compliance with funder regulations.
  • Maintain comprehensive contract files and documentation.
  • Ensure timely financial and programmatic reporting.
  • Review and advise on proposed budgets and scopes during negotiations.
  • Monitor spend-down and adherence to approved budgets throughout the contract term.
  • Review expenditure reports for accuracy and compliance with regulations such as Federal 2 CFR 200.
  • Review progress reports to track milestones, deliverables, and performance metrics.
  • Facilitate site visits and draft associated reports.
  • Provide guidance to contractors to ensure compliance.
  • Resolve issues and develop corrective action plans.
  • Ensure final performance and financial reports are submitted at the end of project periods.

Requirements

  • Bachelor’s degree or equivalent in public health, public administration, or related field.
  • Minimum 3+ years of work experience in program or contract monitoring.
  • Experience reviewing and negotiating scopes of work, budgets, payment requests, and programmatic data.
  • Knowledge of post-award grant management procedures.
  • Knowledge of public health service provision in non-profit organizations.
  • Ability to manage multiple contracts simultaneously.
  • Proficiency in Microsoft Office.
