About the Role

The Federal Home Loan Bank of San Francisco is a cooperative, wholesale bank providing liquidity to its members and meeting community credit needs. This role is a senior leadership position within the Risk Division, responsible for managing enterprise risk groups and overseeing the enterprise risk assessment methodology.

Responsibilities

  • Manage enterprise risk groups within the Risk Division.
  • Oversee the enterprise risk assessment methodology and its application.
  • Identify, evaluate, measure, and monitor key enterprise risks.
  • Support the achievement of a strong enterprise-wide risk management culture.
  • Assess, monitor, measure, and report on the enterprise risk profile and strategies.
  • Recommend mitigating risk measures and adjustments to Bank activities.
  • Monitor alignment between the Bank's risk appetite and enterprise risk profile.
  • Assess, monitor, measure, and report on risk management frameworks across the Bank.
  • Identify opportunities for improvements in risk management frameworks.
  • Support the CRO in executing Risk Division enterprise risk management objectives.
  • Establish a governance structure and risk policies and frameworks.
  • Assess and monitor business processes and operations for risk management.
  • Provide assurance that business risks are systematically identified, assessed, and managed.
  • Manage the enterprise risk assessment methodology and facilitate annual risk assessments.
  • Manage the annual Inherent Risk Assessment report.
  • Manage enterprise-level risk management programs including record management, hazard risk, anti-money laundering, financial instrument fraud, operational incident reporting, and vendor risk management.
  • Serve as the deputy AML Officer and Fraud Officer.
  • Oversee compliance risk management, including maintaining compliance obligations inventory and reviewing compliance risks.
  • Oversee the development and implementation of financial models for risk analysis and simulation.
  • Prepare and present reports to the Board.
  • Report on emerging issues, changes in the external environment, and new initiatives affecting risk.
  • Facilitate the application of the risk assessment methodology in strategic planning.
  • Assess and monitor change management processes and perform risk assessments for new products/processes.
  • Provide support to business units in designing and implementing business operations controls.
  • Perform risk assessments of business unit operations.
  • Monitor the risk industry for best practices and benchmarking.
  • Manage the operation of the Enterprise Risk Committee (ERC).
  • Maintain the Bank’s risk management policies.
  • Participate in working groups to discuss emerging issues and report recommended actions.
  • Serve on various risk management committees and working groups.
  • Facilitate a strong working relationship with the Bank’s regulator, the Federal Housing Finance Agency.
  • Hire, develop, support, and retain staff for the Risk Division.

Requirements

  • Fifteen years of experience in banking or regulatory environment.
  • Minimum of ten years of prior management experience, with success leading teams and making key decisions.
  • Expert working knowledge of principles and practices of enterprise-wide risk management.
  • Knowledge to evaluate and monitor financial instrument risk, credit risk, financial reporting risk, compliance risk, and operations risk.
  • Knowledge of Bank-wide risk management systems and best practice internal control environments.
  • Strong finance and accounting background in the financial services industry.
  • Experience with financial reporting (external and internal) and asset/liability management.
  • Familiarity with residential and income property mortgage loan underwriting and servicing standards.
  • Familiarity with secondary market due diligence and market valuation standards.
  • Familiarity with valuation models for mortgage loans, real estate appraisal standards, financial instrument valuation, and financial institution liquidity management.
  • Knowledge of the business of the Bank’s members and the Bank’s business and financial strategies.
  • Understanding of financial, operations, and regulatory risk associated with members and the Bank.
  • Understanding of regulatory requirements, examination, and enforcement processes of the FHFA, OCC, FDIC, FRB, and NCUA.
  • Strong understanding of safe and sound banking practices.
  • Knowledge of Bank-wide risk management systems and best practice internal control environments including COSO and COBIT.
  • Knowledge of information and cyber security technology and risk management.
  • Strong leadership and communication skills.
  • Excellent analytical, communication, and presentation abilities.
  • Experience working with boards and regulators.
  • Ability to set vision and lead transformation within the risk function.
  • Executive-level communication skills to represent the function effectively with the Board, Leadership Team, FHFA, member regulators, and across the FHLBank System.
  • Strong enterprise leadership and organizational navigation skills.
  • Demonstrated track record of leading leaders and developing high-performing teams.
