About the Role

We are seeking an outstanding Senior Scheduler to provide critical path method scheduling support, including contractor delay claims analysis using Primavera P6, on public agency water and utility civil infrastructure projects. Experience with water and wastewater infrastructure projects is ideal. This role offers flexibility in hours, varying from part-time to full-time based on client needs.

Responsibilities

• Review Contractor’s Baseline Construction Schedule for conformance with Plans and Specifications, ensuring proper WBS breakdown, sequencing, critical path and logic ties, resource loading, and activity inclusion.
• Perform and coordinate constructability reviews on Contractor’s Baseline Schedule submittals, identifying missing activities, float manipulation, and other conflicts.
• Ensure project WBS are properly coded and resource loaded.
• Provide written evaluations, comments, and responses on Baseline Schedule submittals.
• Coordinate with Contractor Schedulers for clarification and resolution of schedule deficiencies.
• Review Contractor’s Monthly Schedule updates for conformance with plans and specifications, identifying logic changes, inaccurate progress reporting, critical path changes, and other pertinent items.
• Identify variations from the plan and analyze and report on the causes of these variations.
• Review construction progress and inspection reports to maintain an accurate “as built” schedule.
• Attend weekly construction meetings and monitor 3 Week Look Ahead Schedules for accuracy and consistency.
• Promptly report schedule slippage, unsatisfactory performance, or other variances.
• Identify critical path or near-critical path changes impacting project duration.
• Provide written responses and approval recommendations for submittal responses.
• Coordinate schedule comments and corrections with Contractors.
• Complete forensic analyses of contractor’s delay claims and related time impact analyses.
• Examine claimed and actual schedules for completion differences, identify related disruption and acceleration, and recommend apportionment of delay and gain.
• Provide impact analysis of schedule changes, considering concurrent delays.
• Identify likely causes and accuracy of contractor delay claims, noting errors or omissions.
• Provide recommendations for apportionment of schedule impacts and estimate related additional costs.
• Prepare detailed plans, time-scaled charts, and diagrams to support conclusions.
• Maintain an Owner shadow Schedule identifying actual construction activity dates.
• Utilize the Owner Schedule to assist in evaluating Contractor’s Monthly Schedule updates.
• Review Time Impact Analysis (TIA) submitted by the Contractor and provide written responses, evaluations, and recommendations for time extensions.
• Identify schedule variances and opportunities and proactively develop mitigation strategies.
• Provide development and analysis of man-hour resources, equipment resources, and cost-loaded, time-phased schedules.
• Prepare detailed plans, time-scaled charts, diagrams, and track quantities to measure construction performance.
• Maintain simplified logic schedules to highlight status of key interfaces for critical path review.
• Provide progress reporting documents and briefing materials.
• Develop creative reporting tools to communicate complex project sequencing and progress assessments.
• Participate in reviews with third-party schedulers to address and provide written comments.
• Analyze and assess project milestones and report fiscal impact and risk to Management.
• Support overlapping project scheduling tasks, issue management, meeting facilitation, document control, and monthly status reporting.
• May assume other duties as required/needed.

Requirements

• 10+ years of scheduling experience with public works water and wastewater infrastructure construction projects, including the San Francisco Public Utilities Commission.
• Mastery of Primavera P6 (latest version) required.
• Demonstrated experience completing forensic schedule analyses of the design and construction of large-scale, complex heavy civil projects, particularly for assessment of delay claims and potential owner’s liabilities.
• Experience with Microsoft Office Suite is required.
• Experience with Adobe Acrobat is required.
• Demonstrated experience scheduling the design and construction of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated design effort.
• Demonstrated ability to understand technical and complicated construction programs.
• Ability to communicate progress to both technical and management-level personnel.
• Capable to assume additional responsibilities.
• Strong oral and written communications.
• Proven accuracy, reliability, and completeness in job accomplishment.
• Candidates must be authorized to work in the United States without visa sponsorship requirements.
