About the Role
The Technical Services Manager is responsible for the operational management and maintenance of all landlord mechanical, electrical, and smart building services, ensuring the highest standards of engineering performance, compliance, sustainability, and customer experience. This role involves leading the delivery of technical services, ensuring building systems operate efficiently and safely, and managing site-based engineering teams and technical service partners.
Responsibilities
- Support delivery of the client’s technical and operational objectives, ensuring engineering services are delivered to the highest standards.
- Maintain strong working relationships with occupiers, contractors, consultants, and stakeholders.
- Deliver technical services in line with JLL engineering standards, site operating procedures, and client requirements.
- Support sustainability and ESG initiatives, including energy optimisation and carbon reduction strategies.
- Ensure the effective management and maintenance of all mechanical, electrical, HVAC, BMS, EMS, and smart building systems.
- Oversee planned preventative maintenance programs, reactive works, and lifecycle activities.
- Prepare engineering service charge budgets for maintenance and technical projects.
- Execute lifecycle works initiatives to ensure robust operational resilience and optimal facility performance.
- Monitor building performance and identify opportunities for continuous improvement, efficiency, and innovation.
- Respond to emergency situations, troubleshoot operational issues, and provide technical problem-solving support.
- Ensure all technical documentation, operating procedures, and asset information are maintained and up to date.
- Manage specialist contractors, consultants, and service partners to ensure compliance with agreed service levels and statutory obligations.
- Monitor contractor performance, audit service delivery standards, and implement corrective actions.
- Support procurement activities and ensure contractors operate in accordance with approved framework agreements and safe systems of work.
- Support preparation and management of operational and capital expenditure budgets.
- Monitor technical service expenditure and identify opportunities for cost efficiencies and value enhancement.
- Assist with financial reporting, and contract management activities.
- Conduct audits of engineering subcontractor invoices for accurate cost allocation and adherence to budget parameters.
- Ensure full compliance with all statutory obligations, engineering standards, health and safety legislation, and environmental requirements.
- Maintain robust health and safety procedures and support implementation of JLL safety management systems.
- Conduct inspections, audits, and risk assessments to identify and mitigate operational risks.
- Provide leadership, guidance, and development support to onsite engineering teams and technical service partners.
- Foster a collaborative “One Team” culture across all service lines and stakeholders.
- Support training, succession planning, and performance management activities.
Requirements
- Significant experience within engineering, technical services, or building services management in a commercial property or facilities management environment.
- Proven experience managing operational facilities services, specialist contractors, and technical service delivery against KPIs.
- Strong understanding of statutory compliance, building regulations, health and safety legislation, and engineering best practice.
- Experience supporting sustainability initiatives, energy management strategies, and ESG objectives.
- Commercially aware with experience managing budgets, service contracts, and operational expenditure.
- Strong stakeholder management and communication skills with the ability to build effective relationships at all levels.
- Proven leadership capability with experience managing and developing technical teams within a customer-focused environment.
- Strong organisational and problem-solving skills with the ability to manage multiple priorities and respond effectively under pressure.
- Flexible and adaptable approach with willingness to support operational requirements outside standard business hours where required.
