About the Role

The Senior Director, International Public Policy will support the development and execution of Lilly’s international public policy priorities across Japan, Korea, Australia, New Zealand, and Taiwan, with a primary focus on Japan. This role acts as a strategic partner, translating global and regional policy positions into locally relevant strategies to enable access, protect innovation, and support business objectives. It involves hands-on affiliate support to navigate complex policy environments and strengthen local advocacy, as well as developing and advancing global policy guidance on key strategic topics.

Responsibilities

Contribute to the development and execution of Lilly’s international public policy strategy for Japan, Korea, Australia, New Zealand, and Taiwan.
Serve as the primary international policy partner for affiliates in Japan, Korea, Australia, New Zealand, and Taiwan.
Support affiliates in interpreting, localizing, and executing global and regional policy positions within national contexts.
Develop and support the drafting of policy positions and materials to enable effective local engagement by affiliates, ensuring alignment on messages, data, narrative, and best practices in response to local health system reforms and policy developments.
Help affiliates assess policy risks and opportunities, including pricing, reimbursement, HTA, IP, local manufacturing, and sustainability.
Provide on-the-ground policy problem-solving, including preparation for government engagement, external positioning, and internal decision-making.
Facilitate the sharing of best practices, tools, and lessons learned across affiliates.
Monitor emerging policy, legislative, and regulatory developments across Japan, Korea, Australia, New Zealand, and Taiwan.
Identify early signals of policy risk or opportunity and support affiliates in developing mitigation or engagement strategies.
Provide concise policy insights to international and corporate stakeholders to inform strategic planning.
Support affiliate engagement with governments and partner with trade associations, think tanks, and regional policy forums.
Partner closely with corporate affairs, government affairs, legal, regulatory, and market access colleagues to ensure aligned and coordinated advocacy.
Act as a connector between affiliates, regional teams, and corporate functions to reinforce consistency and strategic coherence.
Contribute to the development of global policy guidance on key strategic topics.
Partner with IBU teams and affiliates to translate global policy frameworks into actionable strategies at the market level.
Ensure alignment and consistency of policy approaches across geographies, connecting local insights with global priorities.
Support the development of tools, narratives, and engagement strategies to advance IBU-related policy objectives.

Requirements

Advanced degree in public policy, international relations, law, public health, or a related field.
Approximately 15+ years of experience in public policy, government affairs, or related roles, preferably within healthcare or pharmaceuticals.
Strong familiarity with the policy environment and health systems in Japan, Korea, Australia, New Zealand, and Taiwan.
Proven experience working closely with country affiliates in complex, evolving policy landscapes.
Ability to translate complex policy issues into practical, affiliate-ready guidance.
Strong stakeholder management skills and comfort operating independently in fast-paced, high-stakes environments.
Fluency in English and Japanese.
