About the Role

The Information Technology Group (ITG) is responsible for developing, implementing, and maintaining technology-based services and solutions that enable OHSU to effectively manage information and achieve its missions. This role involves supporting clinical applications, managing projects, performing business and systems analysis, and ensuring the optimal performance of various IT systems.

Responsibilities

• Coordinate resources and systems for application software installation in production and test environments.
• Develop and execute plans for data conversion, application software validation, and system-to-system interface validation.
• Create detailed system documentation.
• Provide primary support for troubleshooting and resolving clinical application system issues.
• Diagnose problems and develop corrective action plans, potentially involving procedural or workflow changes.
• Collaborate with ITG, customers, and vendors to identify and implement solutions for problems.
• Schedule and manage application fixes and upgrades with minimal disruption.
• Monitor key systems and interfaces (e.g., ADT, order entry, results reporting, billing) and address issues promptly.
• Provide expert technical knowledge of clinical applications to ITG and clinical staff.
• Perform diagnostic analysis on applications, servers, and technical systems to ensure optimal performance.
• Share on-call rotation for 24/7 support of healthcare clinical and administrative applications.
• Work with vendors and OHSU resources to resolve system issues, identify root causes, and implement preventative measures.
• Implement Departmental Healthcare Information Systems by developing detailed project plans using ITG Project Management tools.
• Track and assign tasks to team members, vendors, and customers, ensuring timely completion.
• Identify project and task completion milestones and report deviations to management.
• Schedule and prepare materials for progress meetings.
• Provide project progress reports to management.
• Coordinate and communicate all tasks for project implementation, including infrastructure and recovery plans.
• Confer with hospital department managers and staff to develop system specifications for Clinical Information Systems.
• Assist in identifying RFPs and coordinating resources for review.
• Assist with Cost Benefit Analysis and evaluation of alternatives.
• Identify hardware and software resources needed for new system implementation with customers, vendors, and ITG.
• Meet regularly with customers to review system performance and identify, prioritize, and manage ITG projects.
• Identify opportunities to streamline, consolidate, and enhance system performance.
• Oversee server, database, and application/desktop integration and security.
• Recommend deployment of application software for thin or fat clients.
• Monitor system activity across multiple operating systems and understand database structures.
• Perform system analysis, specification, testing, and validation for new installations, upgrades, and interfaces.
• Support system-to-system interface implementation.
• Coordinate connectivity configurations of systems.
• Develop system validation and documentation for testing new systems, interfaces, or upgrades.
• Develop training materials and train customers on application components.
• Train operations and help desk staff as needed.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in computer science, a related field, or a clinical field and six years of work-related experience in the information technology field or a combination of clinical or operations healthcare environments; OR
• Associate’s degree in computer science, a related field, or a clinical field and seven years of work-related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
• Eight years work-related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
• Equivalent combination of education and experience where one year of experience will be substituted for an Associate’s degree and two years of experience will be substituted for a Bachelor’s degree.
• Two or more years of paid work experience as a Systems/Application Analyst or Application Administrator.
• Experience and working knowledge in operating system software, relational and/or hierarchical databases, and technical application support for administrative and clinical systems.
• Experience in the analysis of technical systems.
• Experience in developing specifications for system-to-system interfaces.
• Experience performing business analysis and technical impacts.
• Experience in managing multiple projects.
• Experience in managing complex customer relationships in an enterprise setting.
• Experience with device integration and network communication.
• Experience managing and supporting multiple applications and technical systems.
• Strong Project Management skills, including demonstrated management of successful projects from scheduling, design, testing, and implementation.
• Strong system analysis skills.
• Ability to maintain operating systems, installed applications, and interfaces, including upgrades, patches, technical configuration changes, and security, following IT best practices.
• Strong ability to troubleshoot technical and clinical workflow related issues.
