About the Role
The Senior Business Analyst supports the Texas Health and Human Services Commission on the TxEVER project by evaluating business systems and user needs within the Vital Statistics Section. This role ensures operational continuity, aligns systems with business strategies, and applies process reengineering to improve organizational effectiveness.
Responsibilities
- Review, analyze, and evaluate business systems and user needs related to TxEVER operations.
- Formulate systems and solutions that align with overall business strategies.
- Apply business process reengineering methods to identify new technology applications.
- Prepare solution options including risk identification and financial analyses.
- Document user needs, program functions, and development steps for computer programs.
- Interpret and apply Texas Vital Statistics laws, policies, and regulations.
- Manage small to medium-sized projects and create project work plans.
- Produce accurate work estimates and monitor project progress.
- Gather, organize, and analyze facts to recommend solutions and resolve problems.
- Maintain statistical and accounting records and produce data summaries for management.
Requirements
- 8 years of experience interpreting Texas Vital Statistics laws, policies, and regulations.
- 8 years of experience with MS Office Suite including Word, Excel, PowerPoint, Project, and Visio.
- 8 years of experience in project planning and organization.
- 8 years of experience in business analysis methodologies.
- 8 years of experience analyzing complex IT applications, policies, and issues.
- 8 years of experience developing creative solutions to complex problems.
- 8 years of experience in effective verbal and written communication.
- 8 years of experience using initiative, independent judgment, and time management.
- 8 years of experience establishing effective working relationships and conflict resolution.
- 8 years of experience preparing concise reports for management review.
- 8 years of experience gathering and analyzing facts to resolve work-related problems.
- 8 years of experience maintaining statistical and accounting records.
- 8 years of experience managing small to medium-sized projects.
- 8 years of experience creating project work plans and monitoring progress.
- Must reside within 50 miles of Austin, Texas.
- Total estimated hours not to exceed 1,040 hours for FY27.
- Availability to work outside normal business hours including evenings, weekends, and holidays.
