About the Role

Responsibilities
- Oversee building staff, including administrative personnel and financial performance of assets.
- Manage Assistant General Managers (AGM) and site-specific administrative staff.
- Implement site-specific operational policies and procedures for maximum employee performance.
- Manage regulatory compliance efforts and leasing coordination, including continuous occupancy and move-in/vacate processes.
- Support and manage on-site LIHTC and/or Section 8 administration and compliance.
- Oversee payroll and paid time off for site employees, and monitor staff overtime.
- Procure vendors, services, and materials transparently, aligning spending with budgets and approving invoices.
- Mitigate and aggregate pre-acquisition Housing Quality Standards (HQS) violations.
- Oversee rent collection, resident arrears outreach, and legal arrears processes.
- Work with counsel on tenant arrears, insurance matters, and other legal issues.
- Initiate non-payment proceedings and actively pursue tenant arrears.
- Oversee mold survey and remediation (BAEZ) mitigation and reporting.
- Monitor and supervise staff responsible for required trackers.
- Coordinate with Builders on construction and resident relocation.
- Track and monitor monthly resident outreach notifications, collaborating with social services and community affairs teams.
- Prepare and submit NYCHA-related reports by the 5th of each month.
- Collaborate with Development and L+M Builders teams, and interface with partners, stakeholders, and ownership groups.
- Enact and enforce organizational initiatives and Standard Operating Procedures (SOPs).
- Monitor direct report performance and coordinate with HR on disciplinary measures.
- Execute short- and long-term initiatives and strategies for residential and retail components.
- Oversee incident reporting, ensuring engagement of all relevant parties and proper recording of details.
- Manage the violation process to completion.
- Ensure effective handling of CAM charges/allocations, multi-entity cost-sharing, AR/AP, MOR variance explanations, and budget preparation.
- Support the leasing team on renewal, lease termination, and lease negotiations.
- Liaise with Community Affairs to incorporate resident feedback and support community initiatives.
- Supervise agency-specific regular inspections (REAC, MOR, API, etc.).
- Collaborate with the Asset Management team and partners to drive value and control expenditures.
- Manage all CAPEX projects, including bidding, leveling, and contract execution.
- Manage retail/commercial operations according to lease agreements.
- Manage the unit turnover process, including bid-leveling, estimating, and awarding.
- Strategize and coordinate major projects/initiatives and PILOT programs.
- Serve as the direct point of contact for Agency Officials/Representatives (HPD, HCR, DCA, NHA, HMFA, ESDC, HUD, NYCHA etc.).
- Coordinate BBRI, OCAF, MU2M efforts, including direct submissions.
- Conduct property inspections to verify maintenance work and identify areas needing attention.
- Ensure staff are trained in required applications and understand their roles and responsibilities.
- Attend Tenant Association meetings as necessary.
- Work with the security team on security-related initiatives.
Requirements
- Bachelor's degree preferred or a combination of work experience, education, and professional designations/certifications.
- Proficiency in Microsoft Office applications.
- Proficiency in Yardi required.
- Exemplary financial acumen surrounding Building Finance and PM-specific Financial Reporting.
- Exemplary understanding of Regulatory Compliance (Rent-Stabilization/Fair Housing/Section 8, etc.).
- Must possess Affordable Housing and/or Market Rate experience specific to the asset being managed.
- Strong experience and background managing assets with shared expense allocations, CAM charge-backs, and multi-entity expense management.
- Must have project management experience.
- Must display ability to complete tasks/projects on-time.
- Must display superior leadership and multi-tasking abilities.
- Ability to work with people and manage challenging administrative projects.
- Must possess exemplary customer service skills.
- Knowledge of building systems, preferred.
- Real Estate license, preferred.
