About the Role
The Technical Services Manager will identify and deliver commercially and operationally realistic, best practice, technical and operational solutions to site-specific issues. This role involves designing, delivering, and implementing site-specific improvement strategies with a focus on change management.
Responsibilities
- Source and procure national and local contracts to ensure estate and building coverage for statutory and legislative commitments.
- Create technical specifications for long-life asset management, value for money, and adequate maintenance scope (frequencies, tasks, PPM, repairs).
- Control budgets and service delivery across the estate and buildings, establishing value-for-money strategies.
- Prepare and manage engineering service charge budgets, including procurement per SMR policies.
- Define the PPM regime for plant across the estate.
- Establish, implement, document, and maintain site-specific operating procedures and systems tailored to client needs.
- Implement, manage, and develop the E-Logbooks planned maintenance system, ensuring accuracy of information, plant history, drawings, and technical data.
- Develop and maintain the base building asset register and review/develop site-specific maintenance tasks.
- Ensure drawings and O&Ms are updated to reflect system changes and develop/implement/maintain site-specific plant replacement strategies.
- Ensure new buildings and public realm areas are handed over according to BPS and SMR guidelines with all manuals in place.
- Manage service providers and monitor performance against SLAs and KPIs.
- Make clear decisions and direct contractors for all reactive works.
- Support the Development team in monitoring construction processes impacting the Estate Management Team's remit.
- Complete engineering site surveys and audits.
- Provide technical support to the operational team.
- Work within the FM department and closely with Operations, Asset Management, and H&S to deliver excellent services and exceed customer expectations.
- Manage all asset lists within the Estate, ensuring adequate maintenance for new assets.
- Liaise with Permit Management to assist in maintaining the online e-permit system and reviewing RAMS for Estate works.
- Manage associated M&E tasks from the company risk register, ensuring quotes are obtained and works are agreed before commencement.
- Keep the online system, Track Record, up to date and ensure all outstanding actions are completed within required timescales.
- Ensure compliance at all times with operational standards, codes of practice, and health and safety requirements.
- Provide overseeing engineering support for the residents' spa and gym, including attending quarterly meetings.
- Provide reactive engineering support for retailers on the estate.
- Form part of the Duty Manager roster for out-of-hours escalations.
Requirements
- Engineering apprenticeship with relevant on-job experience, Engineering Degree with relevant industry experience, or significant industry experience in a similar role.
- Working knowledge and experience of the mechanical and electrical services industry and key factors affecting it.
- Proven experience in the management of maintenance contracts and supervision of contractors.
- Ability to work effectively with staff, tenants, service providers, and contractors.
- Excellent managerial and interpersonal skills with a proven track record in managing change.
- Good strategic vision and a strong commitment to customer service.
- Extensive knowledge of operating Microsoft Office applications.
- Successful people management experience, including technical & personnel development & change management.
- Extensive experience of managing services to an agreed budget.
- Self-motivated, able to work on own initiative.
- Good understanding of property management.
- Excellent communication skills, both orally and in writing.
- A comprehensive knowledge and understanding of legislative health & safety requirements.
- Excellent time management skills with the ability to respond to client/contract deadlines.
