About the Role

Perform complex professional work in the analytical, compliance, and operational functions of the City's centralized procurement activities. Assist in developing analytical tools, monitor compliance, and procure goods and services in accordance with applicable laws and regulations.

Responsibilities

  • Prepare and execute complex competitive procurement processes, including Requests For Tenders, Proposals, Quotations, Prequalification, Information, Expressions of Interest, and contracts.
  • Support client portfolios by providing procurement planning, expertise, and guidance on specifications, terms of reference, processes, and contract formation.
  • Share knowledge of ethics, policies, procedures, and relevant legislation with staff and provide direction on purchasing matters.
  • Prepare comprehensive analysis of bid submissions.
  • Administer the corporate purchase order system and monitor awards for compliance with by-laws, procedures, and best practices.
  • Perform large-scale centralized procurement for corporate contracts, managing all aspects of the process.
  • Assist departments in addressing vendor performance issues and implementing corrective measures.
  • Facilitate timely procurement of supplies, equipment, and services in accordance with policy and applicable laws.
  • Maintain the integrity of the public procurement process.
  • Formulate strategic procurement plans in conjunction with Client Departments to maximize buying power and minimize inefficiencies.
  • Confer with departments to standardize supplies and/or services and discuss special needs.
  • Research market sources and vendors to ensure cost-effective and competitive pricing.
  • Organize and chair task groups to develop specifications and resolve issues.
  • Conduct needs analysis for commodity requirements within Client Departments.
  • Create and provide training on specifications, value analysis, life-cycle costing analysis, and weighted evaluation factors.
  • Identify and develop vendor performance criteria, track performance, and report on corrective actions.
  • Administer and execute buying procedures, including preparing requests for tenders/proposals and providing technical guidance.
  • Receive, review, and evaluate proposal and tender submissions for compliance and recommend contract awards.
  • Make determinations regarding bid protests within delegated authority.
  • Ensure procurement processes and evaluations align with solicitation documents.
  • Expedite delivery of goods to Client Departments.
  • Conduct negotiations with suppliers on proposals, contracts, and contract claims.
  • Represent the Procurement Section at meetings with City departments, suppliers, and public agencies.
  • Communicate procurement policies and procedures to City personnel and interpret them as necessary.
  • Chair evaluation meetings, compile feedback, guide client groups, obtain approvals, and conduct debriefs.
  • Attend site meetings, review processes, and ensure compliance.
  • Assist in developing operational procedures for research, planning, and analysis of corporate contracts.
  • Provide input and feedback on standard contract clauses.
  • Continuously review and improve procurement policies and procedures.
  • Review and execute purchase orders within delegated authority.
  • Develop, implement, and monitor ordering systems and procedures.
  • Prepare correspondence related to tenders and proposals, including spreadsheets, letters, emails, reports, forms, notifications, council recommendations, purchase orders, and presentations.
  • Respond to inquiries from customers, contractors, elected officials, and the public regarding procurement.
  • Establish work priorities and schedules to meet timelines.
  • Provide advice on requisitioning procedures and correct use of orders and applications.
  • Troubleshoot and assist departments and accounts payable staff with procurement-related problems.
  • Work in accordance with Health and Safety legislation and City policies.
  • Perform other assigned duties related to major job responsibilities.

Requirements

  • Bachelor’s degree or community college diploma in public or business administration or a related field.
  • Considerable experience in a Purchasing environment, preferably public procurement.
  • Ability to exercise initiative and independent judgment in planning work and making technical decisions.
  • Knowledge of general management, business administration, and procurement principles.
  • Skill in researching and preparing documents.
  • Ability to develop effective and cooperative working relationships.
  • Excellent knowledge of computer applications in a Windows environment, including Microsoft Office and productivity tools.
  • Excellent verbal and written communication skills.
  • Ability to work independently toward general results, devising new methods, and adapting procedures.
  • Ability to deal with all persons fairly and equitably.
  • Possess complete integrity and a high sense of personal and professional ethics.
  • Successful negotiation skills, problem resolution orientation, good analytical skills, and team orientation.
  • Ability to maintain comprehensive working documents with attention to detail.
  • Must obtain a professional designation in purchasing within five years of placement in the position.
