About the Role
The International Service for Remunerations and Pensions (ISRP) is seeking a Product Engineer to enhance its digital services, focusing on web applications. This role involves leading product discovery, defining functional specifications, designing user experiences, and developing web applications using a modern TypeScript stack. The engineer will also contribute to daily operations and knowledge management within the IT Services Unit.
Responsibilities
- Lead product discovery with business units and stakeholders by facilitating workshops and gathering requirements.
- Author functional specifications and acceptance criteria, and manage them through sign-off and user acceptance testing.
- Analyze legacy applications to document business rules and prepare for their replacement, prioritizing the functional design of the IFI portal rebuild.
- Maintain a structured product backlog informed by user feedback and business priorities.
- Facilitate the intake and prioritization of development requests across the Unit’s portfolio.
- Support fellow developers in structuring and managing their backlogs.
- Design and deliver user-centred and accessible interfaces for web applications and digital services.
- Develop, test, and ship full-stack web applications on a modern TypeScript stack, adhering to OECD security requirements and standards.
- Contribute to the modernization of the application portfolio by replacing end-of-life applications.
- Coordinate with internal and external service providers on integrations, environment provisioning, and handovers.
- Participate in the operational running of digital services, including releases, updates, and user support.
- Continuously improve and automate operating procedures to enhance service reliability and resilience.
- Establish and maintain the team’s knowledge infrastructure, including documentation standards and a central knowledge base.
- Define, measure, and report service and product key performance indicators.
- Prepare analyses and presentation materials for management reporting.
- Identify and propose improvements to workflows and tooling.
- Champion shared practices across the Service’s IT activities to foster continuous learning and knowledge-sharing.
Requirements
- University degree in computer science, information technology, human-computer interaction, or equivalent professional experience.
- A minimum of three years' proven professional experience building, shipping, and operating web applications in production, ideally in a product-oriented role.
- Demonstrated experience leading product discovery with non-technical stakeholders.
- Demonstrated experience authoring functional specifications and acceptance criteria through to sign-off.
- Experience designing accessible and user-centred interfaces.
- Familiarity with prototyping and user research practices.
- Demonstrated experience establishing or maintaining documentation and knowledge-management practices.
- Excellent written communication skills.
- Experience analyzing legacy systems to recover business rules and specify their replacement is an advantage.
- Experience in an international and cross-cultural setting is preferable.
- Strong proficiency in TypeScript and React.
- Production experience of Next.js or a comparable React framework.
- Working knowledge of Node.js back-end development, REST APIs, and relational databases (e.g., PostgreSQL, MySQL).
- Proficiency with prototyping and design tools such as Figma.
- Proficiency with recognised web accessibility standards including WCAG and/or RGAA.
- Familiarity with source control and continuous integration and delivery tools (e.g., GitLab, Azure DevOps, GitHub).
- Comfort working in Linux environments, including application deployment, reading logs, diagnostics, and command-line usage.
- Familiarity with collaboration and documentation platforms (e.g., Confluence, Jira) and Microsoft 365.
- Knowledge of PHP and Symfony is a strong asset.
- Knowledge of automated testing practices (e.g., Vitest, Jest, Playwright) is an asset.
- Knowledge of Microsoft Dynamics 365 and Power Platform is an asset.
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Salary/Compensations
- Monthly salary starts at 6 838 EUR, plus allowances based on eligibility, exempt of French income tax.
