About the Role

The Supply Chain Officer supports end-to-end supply chain operations, including sourcing, procurement, warehousing, and logistics for projects in Vietnam, ensuring compliance with organizational policies and procedures.

Responsibilities

  • Provide support and advice on procurement planning from proposal stage
  • Review procurement timelines and requirements to ensure alignment with project objectives and budgets
  • Lead regular procurement plan review meetings with stakeholders
  • Conduct market research and analysis to ensure value for money
  • Manage end-to-end procurement activities including evaluation, negotiation, and supplier selection
  • Oversee contract creation, amendments, and compliance monitoring
  • Support Framework Agreement (FWA) lifecycle management and bidding activities
  • Develop and maintain standard procurement specifications and evaluation criteria
  • Identify and implement process improvements and best practices
  • Establish and maintain relationships with strategic suppliers
  • Conduct supplier performance reviews and monitor KPIs
  • Act as a supply chain business partner to provide strategic advice and risk mitigation
  • Manage warehouse operations, inventory, and asset registers
  • Maintain ProSave system operations and support supplier registration
  • Analyze procurement and inventory data to generate reports
  • Ensure compliance with organizational policies and donor requirements
  • Provide training and capacity building for staff and partners

Requirements

  • Bachelor’s degree in business or a related field
  • At least 5 years of experience in supply chain, sourcing, or procurement
  • Experience in international organizations, INGOs, or bilateral organizations
  • Fluent in English (speaking and writing)
  • Strong financial management skills
  • Understanding of market dynamics and business judgment
  • Ability to pass rigorous background checks for child safeguarding
