About the Role
The Business Analyst will join the Business & Technology Transformation team, implementing transformative solutions for the Parks and Recreation Division. This role involves analyzing business processes, identifying improvement opportunities, gathering requirements, and supporting the implementation of technology solutions. The Business Analyst will collaborate with stakeholders, project teams, and technical resources on initiatives like IBM Maximo implementation, business process transformation, and operational improvements.
Responsibilities
- Identifies, analyzes, optimizes, and documents business processes, inputs, outputs, and integration points, conducting workflow analysis and business process modeling.
- Collaborates with key business stakeholders to execute analysis and optimization tasks.
- Critically evaluates information from multiple sources, reconciles conflicts, and synthesizes high-level information into detailed needs and requirements.
- Identifies gaps, problem areas, and inefficiencies, determining root causes and offering recommendations for improvement.
- Designs, analyzes, and documents processes to support planning, staff re-alignment, and management decision-making.
- Contributes to multiple initiatives simultaneously.
- Conducts process flow analysis and business process modeling, re-engineering, and/or continuous improvement efforts, reviewing potential impacts with staff at all organizational levels.
- Prepares or contributes to business cases, feasibility studies, project charters/plans, business requirements, procedures/processes, work instructions, manuals, design documents, data analysis, user documentation, and records management best practices.
- Recommends and establishes program objectives, priorities, and schedules.
- Prepares reports for the Project Manager and Senior Management, making recommendations on changes in business methods and processes, including staffing levels and resource allocation.
- Conducts financial analysis and determines key indicators to measure the effectiveness and efficiencies of service delivery methods and designs processes to track these indicators.
- Prepares training materials and trains users.
Requirements
- Post-secondary education in Computer Science or a related discipline, or an approved equivalent combination of education and/or experience.
- Considerable experience in application administration, development, and sustainment of large-scale integrated technology applications.
- Experience working as a business analyst (asset and work management) to liaise with customers and the technology team, leading requirement gathering and validation, and driving functional design workshops.
- Considerable experience in implementing business systems in large, complex organizations, including reviewing, evaluating, and documenting business processes and workflows.
- Considerable experience facilitating sessions with stakeholders to identify current and optimal processes and business and technical requirements using standard business process modeling techniques and notations such as BPMN.
- Experience using MS Office (Word, Excel, PowerPoint), process design software (e.g., MS Visio, IBM Blueworks Live), and project management software (e.g., MS Project, JIRA, SharePoint).
- Experience implementing and supporting IBM Maximo system (specifically IBM Maximo Work Management, Asset Management, and Spatial Work Management) or similar applications is an asset.
- Analytical skills in assessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery through technology change and business process innovations.
- Excellent written and oral communication, presentation, and interpersonal skills to deal effectively with city staff and senior management.
- Experience working in a government/public sector setting with geospatial or enterprise work management system projects is an asset.
- Ability to prioritize multiple projects, work with cross-functional teams, set clear directions, and design terms of reference and project plans.
- Ability to develop, maintain, and execute test plans.
- Ability to travel across various office locations within the City of Toronto, as required.
- Ability to work independently, as well as part of a collaborative team.
- Certified Business Analysis Professional (CBAP) or working towards a business analysis certification/course is an asset.

Location
- Will initially be based at Metro Hall, 55 John Street, Toronto, ON and will relocate to North York Civic Centre, 5100 Yonge Street once operational

- $89,337- $132,880
