About the Role

NYSERDA seeks a creative, self-motivated individual with research, analytical, communication, and interpersonal skills to lead its Energy Planning & Policy, Policy Analysis, and Energy Markets portfolio as a Director or Sr. Director. This role supports New York State energy policy decision-makers by evaluating policy alternatives, assessing policy impacts, supporting energy assurance, and providing market intelligence.

Responsibilities

Contribute to State energy policy development, including the New York State Energy Plan and Climate Action Council Scoping Plan.
Oversee studies and analyses of emerging clean energy technologies, their economic development opportunities, and strategies to overcome adoption barriers.
Provide support to other NYS agencies in developing clean energy strategies.
Offer formative advice for program development by surveying and sharing national best practices, establishing exit strategies, and improving the link between energy policy and program design.
Develop policy briefings and presentations for NYSERDA Executives and the Board of Directors.
Direct the development of the annual Clean Energy Industry Report, analyzing data on clean energy jobs, employer needs, and assets.
Apply knowledge of energy systems infrastructures, reliability requirements, and market dynamics to inform policy and project formation.
Represent NYSERDA at forums, providing expert knowledge of New York State system requirements.
Direct the execution of a weekly survey program for heating fuels, including data collection, review, and analysis of pricing information.
Assess energy market price trends, forecasts, supply-demand dynamics, and potential fuel supply infrastructure constraints.
Collaborate with state agency partners on the annual update to the State Energy Emergency Plan.
Supervise studies, analyses, and operational assessments of petroleum fuels supply and distribution systems, including infrastructure resiliency, market impact, vulnerability identification, and risk analyses.
Lead and manage the Energy Planning & Policy, Policy Analysis, and Energy Markets Teams at NYSERDA, developing a high-performing portfolio.
Foster a culture of excellence grounded in people development, learning, problem-solving, and teamwork.
Develop staff and colleagues to meet NYSERDA's goals and their professional aspirations, serving as a mentor and role model.
Serve as a thought leader within NYSERDA, staying current with energy policy, finance, and technology developments.
Foster multidisciplinary networks within NYSERDA and with external entities like NY State's Green Bank, Department of Public Service, other agencies, and the Governor's office.
Perform all managerial and supervisory responsibilities with respect, fairness, consistency, and inclusion.

Requirements

For Director: Bachelor’s degree in economics, finance, science, engineering, public policy, public administration, or a related field.
For Director: 10 years of relevant experience, including 5 years in a supervisory role with a demonstrated record of success in setting strategy and informing decisions.
For Sr. Director: Bachelor’s degree in economics, finance, science, engineering, public policy, public administration, or a related field.
For Sr. Director: 12 years of relevant experience, including 6 years in a supervisory role with a demonstrated record of success in setting strategy and informing decisions.
Track record in leading and motivating teams to achieve their potential, including remote staff and external consultant teams.
Track record as an exceptional manager, coach, mentor, and developer of talent.
Strong diplomatic and discretion skills to navigate sensitive projects and policy negotiations.
Strong team builder with the ability to establish productive relationships across a diverse organization.
Strong knowledge base of clean energy, environmental, and climate policy approaches and mechanisms in New York and other jurisdictions.
Strong knowledge base of economic considerations of clean energy alternatives, including environmental externalities.
Strong knowledge base of fuel and electricity market structure and dynamics, and energy and environmental regulatory structures.
Top-notch presentation and interpersonal skills that resonate with diverse audiences.
Ability to communicate persuasively, concisely, and unambiguously in speech and writing.
