About the Role

This role sits at the heart of the service, combining financial management, performance analysis, income generation, and service improvement. You will play a key role in supporting the Planning Performance Agreement (PPA) service, helping to maximise income, monitor performance, and ensure the accurate financial management and reporting of a significant revenue stream. You will work closely with planning, building control, finance, and corporate colleagues to produce financial forecasts, undertake income reconciliations, monitor budgets, manage purchase order processes, and support debt recovery activities. You will also analyse service data, prepare reports and dashboards, and provide insights that support operational and strategic decision-making. Alongside these responsibilities, you will contribute to MHCLG funded, high profile, digital transformation and service improvement projects, supporting the development of new systems, processes, and ways of working across Planning and Building Control. This is a varied role offering exposure to finance, data analysis, project delivery, and service development within a fast-paced and evolving local government environment.

Responsibilities

  • Managing and supporting systems, software, GIS mapping, online forms and public-facing systems and services.
  • Leading financial management activities relating to Built Environment, including budgeting, forecasting, reconciliations, debt recovery, purchase order management, activity analysis and financial reporting.
  • Supporting and growing income-generating services, particularly Planning Performance Agreements (PPAs), helping to secure significant revenue for the service.
  • Producing performance analysis, dashboards, statutory returns, management information and business intelligence to support decision-making across Planning, Building Control and wider Built Environment services.
  • Working on Built Environment systems and digital transformation and innovation projects, including new planning and building control technologies and service improvements.
  • Managing programme delivery activities, contracts, supplier relationships, governance requirements, and project implementation.
  • Providing customer service support, responding to enquiries, complaints, Freedom of Information requests and Member Enquiries.

Requirements

  • Candidates should clearly demonstrate relevant skills in areas such as budgeting, financial management, performance reporting, analysis, service planning and business support, and explain how these experiences and skills would apply within a Built Environment service context.
