About the Role
The Office of the Auditor General for Toronto is seeking a professional auditor or accounting professional experienced in executing and managing a broad range of performance/value-for-money audits and other types of audits or special projects to join the Auditor General's Office in this critical leadership role. The office supports City Council in holding itself and City administrators accountable for the stewardship of public funds and the achievement of value for money in their operations.
Responsibilities
- Conducts value-for-money/performance audits in accordance with professional audit standards as lead auditor, team member, or independently, supervising project staff.
- Performs complex projects involving high dollar values and sensitive information affecting City operations.
- Develops a solid understanding of the audit entity through research, discussion, site visits, and document review.
- Develops project plans, including audit objectives, scope, methodology, risk assessment, budget, timelines, and resource identification.
- Prepares audit programs and evidence collection plans, defining criteria, developing procedures, and determining evidence requirements.
- Completes or directs staff to complete audit procedures, adapting as necessary based on identified issues.
- Conducts thorough assessment and analysis, obtaining sufficient and appropriate evidence.
- Identifies significant audit issues and improvement opportunities, quantifying cost savings/revenue opportunities and non-financial impacts.
- Develops practical and meaningful audit recommendations.
- Prepares and reviews audit working papers supporting findings, conclusions, and recommendations.
- Evaluates audit results and prepares written summaries of major issues for discussion with executive team and auditee staff.
- Demonstrates critical thinking skills in all aspects of work.
- Prepares draft audit reports for review prior to submission.
- Makes presentations to auditee personnel to communicate audit recommendations.
- Evaluates action plans in response to recommendations.
- Keeps Project Lead and executive team informed of audit progress and issues, recommending appropriate actions.
- Attends Audit Committee meetings and makes presentations as required.
- Performs special audits and investigations, including fraud reviews and forensic audits.
- Conducts research into assigned areas, considering field developments, corporate policies, legislation, and government initiatives.
- Maintains good auditee relationships and acts professionally.
- Liaises with and stays current on the operations of assigned departments regarding audit concerns.
- Assigns project work based on team members' levels and skills.
- Provides ongoing monitoring, coaching, supervision, and feedback.
- Provides input into staff performance reviews and identifies training needs; conducts in-house training.
- Ensures effective teamwork, communication, high work quality, organizational performance, and continuous learning.
- Leads or participates in the development and implementation of corporate initiatives.
- Identifies and contributes to the Auditor General's City-wide risk assessment and work plan.
Requirements
- A Professional Accounting Designation (such as CPA); or an equivalent combination of education, skills, and considerable experience in performance (value-for-money) auditing and other audit projects.
- Considerable leadership experience planning, performing, and reporting on value-for-money, performance audits and other audit projects.
- Experience in executing and managing performance audits in accordance with Generally Accepted Government Auditing Standards is preferred.
- Considerable experience supervising or managing audit teams, with knowledge of management principles, practices, and techniques.
- Considerable experience with data analytics applications and visualization tools (such as ACL, TeamMate Analytics, Tableau or Power BI, etc.) and performing data analytics as part of audits or other special projects.
- Experience with TeamMate or other audit management software is strongly preferred.
- Experience in performing forensic investigations, operational reviews, process improvement, program evaluations, or business re-engineering functions is an asset.
- Experience in industry fields such as police, information technology, transit, or community services would be an asset.
- Comprehensive in-depth knowledge of all aspects of audit principles, practices, techniques, and standards, and specifically Generally Accepted Government Auditing Standards.
- Strong analytical, problem-solving, and project management skills.
- Excellent interpersonal and communication skills, with the ability to write clear and concise reports and deliver effective presentations.
- Ability to work in a multi-disciplinary team environment.
- Ability to deal with senior management on complex and sensitive issues with minimal supervision.
- Ability to work under pressure, multi-task, and meet deadlines.

- $105,241.00-$160,649.00
- Hiring Range: $115,672.00 - $140,000.00
