About the Role

You will significantly support the digital transformation in the public sector, particularly through the conception, management, and implementation of central projects in the area of digital identities and identity infrastructures. You will quickly understand the requirements of our public clients and develop excellent, reusable solutions using the latest technologies to create tangible added value for the state and administration.

Responsibilities

Project leadership and management of complex projects across different specialist areas, including time, budget, and resource planning, as well as risk management.
Management and coordination of external development and implementation service providers across various technology and specialist domains.
Capture and analysis of requirements from public clients and their translation into robust project plans, milestones, and decision papers.
Validation of project proposals: Review and evaluation of projects from public administration organizations regarding feasibility, resource requirements, and strategic fit.
Strategic feasibility analysis and partner scouting: Analysis of project feasibility, identification of potential implementation partners, and ensuring alignment with the overall strategy for the public sector, such as ensuring sovereignty, reducing technical and economic dependencies, avoiding silos and redundant developments, product orientation, and ease of reuse.
Independent planning, project management, control, and execution of cutting-edge projects for the technological transformation of the public sector, including the coordination of interdisciplinary teams, subcontractors, and other stakeholders – with a focus on AI and Cloud as well as future technologies like Agentic AI and Quantum Computing.
Proactive participation in the strategic and conceptual further development of GovTech Deutschland with support for project, program, and organizational development.
Strategic identification and acquisition of new specialist services and applications in the context of the administrative platform.

Requirements

You have excellently completed your university studies in (Business) Informatics, Natural Sciences, Engineering, or a comparable field.
You possess outstanding analytical thinking skills, strong conceptual abilities, and an independent, structured, and highly solution-oriented approach to work.
You have sound knowledge and several years of professional experience in classic and agile IT project management, service provider management, process modeling, and requirements engineering for information systems in the public administration sector.
Ideally, you have deep technical expertise, particularly in the areas of Cloud and/or Artificial Intelligence (AI).
You convince with excellent communication and presentation skills and can confidently interact with stakeholders from administration, technology, and research at eye level.
You are a true team player and bring the willingness for cross-topic collaboration – especially in the interplay of IT, administration, and regulatory requirements.
You have excellent German and English language skills, both written and spoken.
