About the Role
Environment, Climate, and Forestry is seeking an experienced operations professional to manage, motivate, and train staff while leading arboriculture services within a designated area. This role oversees staff, contractors, and equipment, manages work performance, training, employee and labor relations, and maintains communication with internal and external partners.
Responsibilities
- Manages the delivery of in-house and contracted services for tree planting, removal, and maintenance on City road allowances and in parks/ravines.
- Ensures private tree hazard abatement conforms to relevant policies, procedures, arboriculture practices, legislation, and regulations.
- Develops and implements detailed plans and recommends policies regarding program-specific requirements.
- Manages, motivates, and trains unit staff, ensuring teamwork, high work quality, continuous learning, and innovation.
- Supervises daily operations of assigned staff, including scheduling, work assignment, and review.
- Authorizes and controls vacation and overtime requests.
- Monitors and evaluates staff performance, approves salary increments, and recommends disciplinary action.
- Develops, recommends, and administers the annual budget for the unit, controlling expenditures within approved limits.
- Manages the effective, efficient, and equitable delivery of tree maintenance services throughout the City.
- Develops contract documents, tenders, and special specifications for operating and emergent work.
- Reviews procurement documents and prepares recommendations for contract awards.
- Manages staff and contractor activities for operating and capital programs through planning, scheduling, and resource development.
- Authorizes payments to contractors, including negotiation of extra work orders and claims.
- Prepares correspondence and reports, and attends meetings to present operational programs and policies.
- Resolves customer inquiries and complaints related to tree maintenance operations.
- Provides on-call/standby responsibilities for emergency response to tree failures and by-law infractions.
- Responds to emergency and priority situations by anticipating problems, making decisions, and deploying resources.
- Provides senior operational support and coordinates unit operations support issues.
- Ensures divisional operation issues, including weather-related emergencies, are managed effectively.
- Ensures City trees are maintained in an environmentally sensitive manner using Integrated Plant Health Care principles.
- Ensures the sustainability of the urban forest through review and revision of tree maintenance and planting programs.
- Acts as a branch or divisional lead on corporate initiatives, including increasing tree canopy cover.
- Ensures work quality and service meet corporate and divisional standards.
- Ensures employees are trained to comply with legislative regulations (AODA, WHMIS, OHSA, etc.).
- Acts as a Supervisor under the Occupational Health and Safety Act, ensuring training, safety equipment, and safe work procedures are in place.
- Liaises with WSIB Consultants to manage workplace injuries and return to work.
- Ensures regular meetings of Ministry-approved Health and Safety Committees.
- Responsible for strategic planning and development of city-wide service direction, functional standards, policies, and procedures.
Requirements
- Post-secondary education in Forestry or a related field is a strong asset, or an equivalent combination of education, experience, and demonstrated expertise managing complex operations.
- Extensive management experience in program management, planning, policy and standards development, and service delivery.
- Extensive experience in leading, motivating, directing, and managing a diverse workforce in a fast-paced, politically sensitive, customer service-oriented unionized environment.
- Considerable experience in financial planning and reporting, including budget preparation and control, expenditure forecasting, and financial report interpretation.
- Considerable experience in contract management and compliance, including understanding contract terms and holding vendors accountable.
- Highly developed interpersonal skills, human relations, political acumen, negotiation, and conflict resolution skills.
- Excellent analytical and problem-solving skills.
- Excellent oral and written communication skills.
- Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, Ontario Statutes, municipal legislations, Occupational Health and Safety Act, Collective Agreements, and City of Toronto People, Equity & Human Rights policies.
- Ability to foster an organizational culture emphasizing innovation, collaboration, transparency, accountability, and trust.
- Ability to promote a strong code of ethics and integrity to support public service excellence.
- Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License.
- Ability to obtain a City equipment operators permit.
