About the Role
The Affordable Housing Compliance team ensures operational compliance with all federal, state, and agency affordable housing regulations. As the Compliance Manager, you will oversee a team of compliance analysts, ensuring high performance in executing compliance requirements for affordable communities and helping teams adapt systems and processes. This role maintains the organization's good standing with federal and state agencies by assuring full portfolio compliance. The position requires expertise in regulations such as LIHTC, HOME, CDBG, HUD Section 8 Voucher, HTF, NSP, and Section 811. You will identify and resolve compliance issues, focusing on proactive measures and continuous research. Success requires attention to detail, multitasking abilities, organization in a fast-paced environment, and strong communication and relationship-building skills. Team members also contribute to developing and maintaining legal and compliance frameworks for consistency and quality at scale.
Responsibilities
- Oversee a team executing timely completion of approval for all recertification and new move-in files.
- Provide leadership and direction to the compliance team, acting as a coach to ensure high performance.
- Provide technical support to on-site Property Managers and staff in preparing compliance-related forms and documents.
- Review files for calculation errors (e.g., SSI, SSDI, pay stubs, employment verification, overtime, bonuses).
- Make changes/updates to required forms (e.g., Under/Over $5,000 asset form, Cert. of Zero Income form).
- Review assets, including bank accounts, retirement accounts, inheritance, and real estate.
- Review recertification information from the previous year to ensure no changes in household size, employment, etc.
- Verify during the approval process if staff has classified residents with the correct designation (ELI, VLI, or LI).
- Oversee a team executing timely completion of accurate monthly, quarterly, and annual compliance reports.
- Compile and deliver accurate compliance report information to relevant regulator systems, syndicators, or agencies.
- Oversee a team executing timely compliance audits of property files and sites.
- Conduct regular onsite audits sampling tenant files for compliance with program documents, financing restrictions, LIHTC, HUD, PHA, and other state/local requirements.
- Conduct regular onsite audits of move-ins/outs, recertifications, lease renewals, interims, denials, waitlists, EIV requirements, and reasonable accommodation policies.
- Produce and deliver regular audit summary reports detailing improper application of policies, procedures, and/or rules by staff.
- Maintain a tracking system for all reviewed files to assess overall processes.
- Ensure files are maintained properly, kept secure, and confidential.
- Transmit vouchers through TRACS.
- Collect annual Utility Allowance data.
- Set up sites in PHA’s online systems.
- Complete TCSs for new lease-ups or existing stabilized properties transitioning.
- Review and understand Land Use Regulatory Agreements, Land Use Restrictive Covenants, and Extended Low-Income Housing Agreements for set-aside and program requirements.
- Review and understand Regulatory Agreements for specific requirements beyond program requirements.
- Conduct group or one-on-one training sessions for properties with various programs, including LIHTC.
- Update Standard Operating Procedures, property forms, and file checklists.
- Review federal and state regulations for possible updates to policies, procedures, and forms.
- Compile reporting and analysis on compliance metrics.
- Address any compliance-related issues escalated from the analyst team.
- Perform other duties or special projects assigned by the Director.
- Develop a sufficient understanding of rules and regulations to apply them to unique situations and exercise good judgment.
- Attend training regularly to stay current with program changes and updates.
- Manage and oversee the performance and development of a team of analysts.
- Take responsibility for the team's performance management to ensure quality and deadlines are achieved.
- Ensure the team is always appropriately staffed.
- Coordinate training programs for new staff and identify training needs for current staff.
- Participate in Compliance Monitoring meetings and cascade messaging, initiatives, and expectations to the team.
Requirements
- Demonstrated experience in Affordable Housing required, including LIHTC, HOME/CDBG, BOND and 811/HUD regulatory experience.
- Demonstrated supervisory experience required.
- Demonstrated and applied knowledge of all County, City, State, and Federal agency regulations.
- Superior organization, project management skills, and attention to detail.
- High level of commitment to quality work product and organizational ethics, integrity, and compliance.
- Ability to work effectively in a team environment.
- Strong interpersonal skills and the ability to effectively communicate, both written and verbally.

- 5+ years’ experience in the Affordable Housing Compliance field.
- Some direct property management experience preferred.
- Excellent mathematical and analytical abilities.
- Knowledge of current application of compliance programs, rules and regulations including HUD, LIHTC, TDHCA, TAA, tax exempt bond and other affordable housing programs.
