About the Role
Under the supervision of the People & Culture Director, you will be managing the operational delivery of People & Culture activities for the entire country programme.
Responsibilities
- Oversee all national staff and consultant recruitment and selection processes, ensuring transparency, efficiency, and adherence to SCI P&C Policy and safe recruitment procedures.
- Manage international recruitment and selection in coordination with relevant programs and according to international guidelines.
- Collaborate with programs on strategic resource planning and forecasting for country program growth.
- Assist in preparing reports, writing job descriptions, and evaluating job grades in coordination with line managers and P&C Coordinators.
- Assist in planning and designing effective organizational structures and processes.
- Assist and coordinate in succession planning and provide staffing advice.
- Ensure accurate and timely HR system administration and data management.
- Ensure compliance of all staff contracts, including timely issuance and linkage to funding.
- Ensure personnel files are up-to-date and complete.
- Oversee the preparation, maintenance, and updating of employee contracts and records.
- Manage local and international consultant contracts and ensure policy compliance.
- Assist in preparing staff terminations and ensure all related activities are carried out and documented.
- Support in responding to staff concerns and grievances, facilitate disciplinary procedures, and implement improvement action plans.
- Communicate policies and procedures, recommend policy changes, keep the policy manual updated, and ensure staff understanding.
- Remain familiar with all labor laws and ensure compliance.
- Comply with all relevant Save the Children policies and procedures, including Child Safeguarding, Code of Conduct, health and safety, security, and equal opportunities.
- Maintain confidentiality on People & Culture matters.
- Provide necessary information when requested by auditors.
- Ensure an adequate archiving system is in place.
- Provide direct supervision to reporting staff, ensuring appropriate task delegation and support for technical capacity building.
- Provide practical training to Field Support Teams on P&C processes.
- Lead and motivate P&C staff, ensuring clear work plans, objectives, and regular supervision and reviews.
- Ensure orientation for new staff and consultants on Save the Children policies and procedures.
- Oversee the implementation of the P&C Information System.
- Communicate and coordinate P&C issues with partners and government as required.
- Support partnership development and build local partners' capacity in People & Operation functions.
- Conduct regular visits to program offices to monitor P&C policy and practice compliance and provide technical guidance to field staff.
- Coordinate with Regional and Headquarters on P&C issues to ensure agency standards are met.
- Represent SCI in I/NGO P&C meetings and network with local and international organizations.
- Ensure monthly and quarterly reports of P&C Key Performance Indicators, Attrition, and required information are sent to the area office.
- Manage specific projects as requested by the P&C Director.
- Help managers create a healthy, productive work environment and ensure work-life balance.
- Support the Learning & Development Unit in designing wellbeing and staff engagement programs, providing stress management tools and support services.
- Ensure compliance with all aspects of recruitment processes to prevent the hiring of unsuitable staff for a child-focused organization.
- Proactively identify and address any gaps in own skill level or understanding regarding recruiting staff through a child safeguarding lens.
Requirements
- Minimum five years of professional experience in Human Resources, with international organizations.
- Strong experience in staff management and supervision.
- Strong experience of managing recruitment practices.
- Ability to design and implement effective procedures.
- Ability to take an innovative approach to P&C issues.
- Experience of project management.
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
- Commitment to and understanding of Save the Children’s aims, values, and principles.
- A commitment to children’s rights, children’s participation, and non-discrimination.
