About the Role

Trickle Up is seeking an external consulting firm to conduct an independent outcome evaluation of the CRECE project in Colombia. The evaluation will analyze project results, identify factors influencing outcomes, and provide evidence-based recommendations to support institutional learning and future program design.

Responsibilities

• Design and implement the overall evaluation framework using a mixed-methods approach.
• Refine evaluation methodology, including sampling strategies and data collection procedures.
• Develop data collection instruments such as interview guides, focus group protocols, and survey tools.
• Collect and analyze both quantitative and qualitative data to validate key findings.
• Triangulate evidence from multiple sources to ensure credibility and rigor.
• Prepare and submit progress reports, including an inception report, draft evaluation report, and final report.
• Present findings through an executive summary, PowerPoint presentation, and infographic.
• Ensure all evaluation activities adhere to internationally recognized ethical standards and confidentiality protocols.

Requirements

• Advanced university degree in Economics, International Development, Public Policy, Social Sciences, Statistics, or a related field.
• Demonstrated experience in designing and conducting outcome, performance, or impact evaluations for international development programs.
• Proven knowledge of internationally recognized evaluation standards and methodologies.
• Experience in theory-based evaluations and assessing program implementation mechanisms.
• Proficiency in mixed-methods evaluation approaches, including data collection, analysis, and synthesis.
• Professional proficiency in English and Spanish.
• Ability to submit proposals in both English and Spanish.
