About the Role

The VP of Talent Management and Belonging will lead the global strategy and execution of integrated talent programs, including Diversity, Inclusion, Equity & Belonging (DIE&B), across a workforce of 28,000+ employees in 35 countries. This role is accountable for shaping and leading PayPal’s global talent, leadership and workforce strategy from onboarding and learning & development to performance management, promotions, and succession planning while also driving organizational design and fostering an environment where employees can do their best work. A strong emphasis will be placed on embedding DIE&B and PayPal’s Leadership Principles into all aspects of the employee experience.

Responsibilities

  • Design and implement a fully integrated, enterprise-wide approach to talent programs, including onboarding, learning & development, performance management, promotions, and succession planning, with a focus on skills, career growth, and a high-performance culture
  • Lead and scale PayPal’s global learning and development strategy, ensuring alignment with business and talent priorities
  • Develop and deliver leadership development programs to build a strong pipeline of future leaders
  • Partner closely with Compensation to evolve and implement pay-for-performance frameworks that reinforce a culture of accountability
  • Establish standards and frameworks for talent planning, including assessment of potential, retention risk, critical roles, promotion pipelines, and actionable development plans
  • Drive consistent, enterprise-wide standards for promotions, including executive-level processes
  • Lead the evolution toward a skills-based organization, including the maturation of our skills taxonomies, internal talent marketplaces, and workforce reskilling strategies aligned to PayPal’s future-of-work priorities
  • Integrate AI and emerging technologies into talent management and learning strategies to drive personalization, scalability, and business impact
  • Partner with the head of Workforce Planning & People Analytics to build a world-class talent analytics capability, leveraging predictive insights to inform workforce planning, retention, internal mobility, and leadership pipeline decisions
  • Establish clear metrics and ROI frameworks to measure effectiveness and business impact of talent, learning, and DIE&B initiatives
  • Design and implement global career frameworks and internal mobility strategies to enable transparent career pathways and optimize deployment of talent across the organization
  • Define and drive enterprise strategies to enhance leadership effectiveness and organizational culture, including measurement frameworks tied to business outcomes and employee experience
  • Lead accountability routines with the Board, CEO, and executive leadership team to drive measurable progress against DIE&B goals, including oversight of Employee Resource Groups
  • Design and implement programs that advance hiring, retention, and advancement outcomes, ensuring alignment with PayPal’s aspiration to reflect the customers and communities it serves
  • Ensure global scalability and relevance of DIE&B initiatives, including expansion of Self-ID efforts in partnership with cross-functional and regional teams
  • Activate and lead the DIE&B Business Council to embed inclusion and belonging into day-to-day business operations
  • Develop and execute executive succession strategies, including identification and development of high-potential talent, and oversee VP+ promotion processes
  • Design and lead leadership development initiatives to prepare successors for critical executive roles
  • Assess current and future leadership needs, identify pipeline gaps, conduct risk assessments and drive action plans to address gaps
  • Engage regularly with the Board of Directors to provide updates on executive succession planning and promotion strategies
  • Leverage data and analytics to measure the effectiveness and impact of succession planning efforts

Requirements

  • 15+ years of HR executive leadership experience, including 8+ years leading both Talent Management and DIE&B functions within large, global organizations
  • 12+ years of people leadership experience within a complex, matrixed HR environment
  • Deep expertise in executive talent management, succession planning, and executive selection
  • Strong background in organizational design and development; experience in IO psychology is a plus
  • Demonstrated strength in learning and development is preferred
  • Experience presenting HR strategies to Boards of Directors in publicly traded companies
  • Proven track record of designing and implementing enterprise HR strategies across leadership development, talent management, performance management, succession planning, and DIE&B
  • Strong business acumen, with excellent project management, critical thinking, and problem-solving skills
  • Experience leading large-scale, enterprise-wide transformation initiatives with multiple stakeholders
  • Exceptional communication and interpersonal skills, with the ability to influence at all levels
  • Advanced proficiency in MS Office (Excel, PowerPoint, Visio) and strong analytical capabilities
  • Strong consulting and storytelling skills, with a client-focused mindset and ability to build trusted partnerships
  • Strategic thinker with a data-driven approach to decision-making
  • Ability to manage multiple priorities and adapt quickly in a fast-paced environment
  • Proven leadership capability with the ability to navigate complexity and drive results
  • Solid project management experience and familiarity with HR technologies
  • Certification in assessment tools (e.g., MBTI, Hogan, SLII, FIRO-B, and/or CCL) preferred
  • Deep understanding of modern HR technology ecosystems, including talent intelligence platforms, learning experience systems, and AI-enabled workforce solutions
  • Experience leveraging external talent market insights and benchmarking to inform talent strategy and ensure competitiveness
  • Experience leading AI-enabled or skills-based talent transformations strongly preferred
