About the Role

The Housing Authority of the City of Austin (HACA) is seeking a motivated candidate to join a team that provides affordable housing and services to families and individuals needing stable housing. The Compliance Manager – Housing Choice Voucher Program performs supervisory and administrative tasks involved in planning, organizing, evaluating, and coordinating efforts to provide affordable housing through the Housing Choice Voucher (HCV) Program and other related programs administered by the Assisted Housing department.

Responsibilities

  • Supervise and support Housing Professionals, including overseeing daily work, establishing performance standards, delegating assignments, completing evaluations, and assisting with interviewing and onboarding.
  • Ensure Program Compliance and Quality Assurance by monitoring caseloads and workflows for compliance with HCV program requirements, and conducting monthly caseload audits and random screenings of tenant files.
  • Manage Reporting and Systems Reconciliation, including printing HUD SEMAP monitoring reports, providing monthly caseload status reports, and assisting with PIC error reconciliation.
  • Train and mentor staff on program practices, workflows, and updated policies in compliance with HUD regulations, state, and local policies.
  • Provide expert guidance and dispute resolution as a resource for HCV participants, property owners, and staff, explaining program policies, addressing questions, mediating situations, and preparing written responses.
  • Develop and implement policies by assisting with drafting, implementing, and revising operational policies and procedures relevant to the HCV program.
  • Review operational actions and adjustments, including processing tenant and landlord financial adjustments, verifying accuracy, and authorizing payments.
  • Review and approve voucher size upgrades, extension requests, reasonable accommodation requests, and family member add-on requests.
  • Manage termination and audit support by reviewing files for termination, conducting informal hearings, managing re-instatements, and assisting with department-wide SEMAP and quality control audits.
  • Monitor HUD updates by staying informed of PIH notices, making information available to staff, and attending trainings.
  • Provide operations back-up by covering vacant caseloads or stepping in during staff absences.

Requirements

  • Bachelor's degree in Business Administration or Social Science and three years of experience providing social services to recipients; OR an equivalent combination of education and experience.
  • At least two (2) years of experience working as a housing eligibility specialist for the Housing Choice Voucher program.
  • At least two (2) years of direct supervisory experience.
  • Criminal Background Check including a sex offender registry check.
  • Driving Record, Texas Driver's License, and a Physical/Drug Screening will be required upon offer of employment.

Skills

  • Ability to provide compassionate and professional customer service to clientele of diverse backgrounds, including people with disabilities and people experiencing homelessness.
  • Strong computer skills (Google Suite, Microsoft Office Suite, Adobe Acrobat, DocuSign, Emphasys ELITE, and Laserfiche).
  • Excellent oral and written communication skills.
  • Ability to establish, cultivate, and maintain effective working relationships with external partners, clients, and coworkers.
  • Knowledge of HUD programs, regulatory compliance, the affordable housing industry, the Austin/Travis County Homelessness Response System, and the Homeless Management Information System (HMIS).
  • Section 8 Project-based Voucher Certification, Housing Choice Voucher Rent Calculation Certification, or HCV Rent Calculation Certification.
  • Spanish language proficiency.
