About the Role
This professional-level administrative position involves broad responsibility for policy development recommendations and implementation, planning and development, and general management and administration of the Authority’s activities. The Executive Director serves as Secretary to the Housing Authority’s Board of Commissioners and as Contracting Officer. This role operates under the general direction of the Board of Commissioners, executing all orders, policies, and resolutions as directed.
Responsibilities
- Interprets HUD regulations, New York State Public Housing Law, and Federal, State, and local laws.
- Provides leadership and direction in developing administrative procedures to effectuate Authority policies and ensures policies are current and relevant.
- Makes policy revision recommendations to the Board of Commissioners.
- Makes recommendations to the Board regarding housing program development and operations.
- Recommends practices to improve efficiency and effectiveness of public housing services and rental assistance programs.
- Seeks financial funding for new development, rehabilitation, management, and maintenance of housing for low-income, elderly, and handicapped residents.
- Administratively supervises the preparation of the annual budget, Annual and 5-year Agency Plan, and Annual and 5-year Capital Fund Program.
- Exercises general supervision over budgetary control, including purchasing and financial record preparation.
- Administratively oversees affordable housing projects developed by the Authority.
- Administratively supervises housing management, maintenance, and security operations.
- Administratively supervises personnel administration functions, including policy implementation, collective bargaining agreements, affirmative action, hiring/termination, employee benefits, and compliance with Civil Service and other employment laws.
- Establishes and maintains relationships with State, Federal, and local officials, tenant representatives, public and private organizations, and the press.
- Prepares and presents agenda items for Board meetings.
- Presents items for Board approval, ensuring compliance with Authority policies and all applicable requirements.
- Prepares reports for the Board on the general operating activities of the Authority.
- Promotes the creation of tenant organizations to facilitate management partnerships.
- Administratively supervises the execution of all legal documents and contracts and keeps the Board informed on legal matters.
- Supervises the maintenance of all corporate documents, Board minutes, and other records.
Requirements
- Knowledge of public housing administration principles and practices.
- Knowledge of HUD Public Housing and Rental Assistance programs, Housing and Community Development Acts, New York State Housing Law, and relevant Federal, State, and local laws.
- Knowledge of financial administration principles and practices.
- Knowledge of Low-Income Housing Tax Credit, Tax Exempt Mortgage Bond Revenue programs, and available funding resources.
- Knowledge of administrative supervision principles and practices.
- Ability to understand, interpret, analyze, and present complex written materials.
- Ability to prepare and present effective narrative reports and business correspondence.
- Ability to evaluate operating procedures and recommend improvements.
- Ability to speak effectively and make oral presentations.
- Ability to develop, monitor, and evaluate professional working relationships.
