About the Role

Luck Grove delivers broadband and fiber construction across active portfolios including multi-dwelling unit (MDU) properties, inside-building fiber, outside plant (OSP), and more. This fast-moving, field-driven role requires disciplined coordination across multiple functions. The Construction Manager is the field-facing construction operations leader, partnering with the Program Delivery Manager to build and execute the detailed field plan, manage internal teams, and oversee vendor relationships.

Responsibilities

Partner with the PDM to develop and maintain the construction plan, owning the accuracy of assumptions for velocity, crew requirements, vendor capacity, and forecast-to-complete.
Participate in site walks, constructability reviews, and production planning to identify practical conflicts before work reaches the field.
Define and validate construction-specific release requirements, including scope clarity, usable design, materials, permits, and safety controls.
Recommend release, hold, exception, assignment, schedule, or recovery actions based on field facts and execution risk.
Continuously update planning assumptions using actual production, quality results, and lessons learned.
Own assigned construction packages from pre-mobilization through field completion and turnover.
Translate program priorities into the detailed daily and weekly field plan, including crew assignments, production targets, and recovery actions.
Maintain regular field presence, direct work through vendor supervisors and internal leads, and clear operational blockers.
Control mobilization, site logistics, work areas, access windows, and property or public impact for assigned work.
Determine whether construction is truly field-complete, rejecting unsupported completion claims.
Directly manage assigned field technicians, coordinators, QC resources, and crew leads, ensuring accountability for attendance, productivity, and quality.
Build the internal field-resource plan, including headcount needs, geographic coverage, and skill mix.
Interview, select, onboard, train, coach, and develop field personnel on construction standards, reporting, and safety.
Set daily and weekly assignments, review performance, provide feedback, and partner on performance management.
Create repeatable field routines, tools, and training for internal resources to verify work and resolve issues.
Manage assigned vendor and subcontractor relationships from sourcing and qualification through offboarding.
Maintain a qualified vendor pipeline by evaluating technical capability, management depth, staffing, and safety.
Define operational scope, production assumptions, and reporting requirements for vendor selection and SOW development.
Lead vendor kickoff and readiness training, confirming points of contact and escalation paths.
Manage vendor capacity, utilization, production, quality, and responsiveness, using scorecards to drive corrective action.
Issue or recommend corrective plans, reduced allocation, suspension, or replacement for underperforming vendors.
Own daily production control, verifying crew counts, locations, completed units, remaining work, and blockers.
Track planned versus actual velocity, productivity, forecast-to-complete, and other delivery-affecting conditions.
Verify installed quantities, daily tickets, labor and equipment records for invoice and payment readiness.
Own field-side material and equipment control, including allocation, transfer, staging, and variance.
Reconcile installed conditions and field changes to BOMs and material records.
Provide the PDM with concise, accurate construction status, variance, impacts, and recommendations.
Own construction quality for assigned work, ensuring standards, testing, and completion requirements are understood.
Direct vendors and field resources to capture required photos, test results, and documentation.
Review evidence and test results for completeness, routing technical exceptions and driving remediation.
Deploy internal QC and field resources based on risk and vendor performance.
Lead or support field inspections and turnover activities with stakeholders.
Release work to QC or closeout only when construction scope, testing, corrections, and documentation are complete.
Track and drive resolution of defects identified during QC.
Enforce safety expectations and exercise stop-work authority for unsafe conditions.
Confirm applicable permits, utility locates, traffic controls, and other compliance requirements are followed.
Serve as Luck Grove's operational construction representative with various stakeholders.
Handle routine field coordination and issue resolution, remaining solutions-oriented.
Identify and document design conflicts, failed tests, or requested deviations, holding or redirecting work when approval is required.
Escalate urgent, sensitive, or commercially significant issues with all relevant details.

Requirements

5+ years of progressively responsible experience in telecom/fiber, utility, infrastructure, low-voltage, MDU, OSP/FTTH, or a directly relevant construction environment.
Direct experience deploying and managing the type of construction assigned to the role.
Demonstrated success directly managing field employees and vendor or subcontractor relationships across multiple active sites, packages, or crews.
Experience sourcing, qualifying, onboarding, training, deploying, measuring, correcting, and replacing vendors or field resources.
Experience with constructability, production control, crew capacity, materials and equipment, site logistics, safety, testing, inspection, punch, restoration, and completion evidence.
Able to read and interpret construction prints, scopes, BOMs, permits, test results, production records, daily tickets, redlines/as-builts, punch lists, and closeout requirements.
Data-driven operating discipline; able to use production, capacity, quality, quantity, and cost signals to make decisions and communicate a reliable forecast.
Professional communication with crews, vendors, property managers, municipalities, inspectors, utilities, residents, customers, and client-side operations staff.
Valid driver's license and ability to travel frequently, maintain significant field presence, and respond to same-day issues throughout assigned markets.
