About the Role

Frec is seeking a second Chief Compliance Officer to partner with the existing CCO, dividing responsibilities between the broker-dealer and RIA entities. This role involves building and scaling a compliance program in a customer-centric, efficiency-seeking, and team-focused environment, crucial for Frec's growth and future.

Responsibilities

  • Build, own, and scale the compliance program for the assigned entity (broker-dealer or RIA).
  • Maintain and evolve written supervisory procedures (WSPs) and compliance manuals.
  • Serve as the primary liaison with FINRA, SEC, and state regulators.
  • Manage regulatory exams, inquiries, and filings.
  • Design and oversee supervisory and surveillance systems for trading, communications, and account activity.
  • Own the compliance framework for account opening, KYC, and AML/BSA programs.
  • Review marketing materials, advertising, and customer communications for regulatory compliance.
  • Draft and maintain compliance policies for new products and features.
  • Build and lead compliance training programs.
  • Oversee required regulatory filings and support audits and exams.
  • Conduct ongoing risk assessments and recommend controls.
  • Partner with the other CCO to ensure consistent standards and clean handoffs.
  • Partner cross-functionally with Operations, Legal, Product, and Engineering.
  • Help build compliance infrastructure and technology.
  • Contribute to strategic decisions as a member of the senior leadership team.

Requirements

  • Active FINRA Series 7 and Series 24 licenses required for BD.
  • Significant experience with Registered Investment Advisors (RIAs) or Broker-Dealers (BDs).
  • Deep understanding of the regulatory frameworks governing RIAs and/or BDs.
  • Track record of building and scaling compliance programs, ideally at a technology-driven or fintech firm.
  • Prior experience serving as a CCO, or in senior compliance leadership, at a broker-dealer and/or RIA.
  • Strong working knowledge of FINRA, SEC, and state regulatory requirements.
  • Excellent written and verbal communication skills.
  • Ability to work cross-functionally across compliance, operations, legal, product, and engineering.
  • Comfort partnering closely with a fellow senior compliance leader.
  • Comfort with the ambiguity and pace of an early-stage company.
